Definition:  This is supervisory and administrative work in the field of social services in a County Children and Youth, Mental Health/Intellectual Disability, or Human Services Agency.

Employees in this class supervise a group of lower level social service managers and supervisors responsible for ensuring that case management and ancillary services are provided to children, youth and families, people with intellectual disabilities, people who are physically challenged, and others.  Work involves assisting with the planning, development and/or modification of agency programs, policies, and practices to assure compliance with legal mandates and meeting the needs of the community; monitoring and evaluating the operation of the program and coordinating work of the unit with other agency programs.  Work also involves representing the agency on boards of community service organizations or inter-agency committees, and serving as liaison with other public and private agencies.  Work also includes interpreting agency programs, policies, and practices to other community organizations, agency staff, and the general public.  Work is performed under the general supervision of a professional or administrative supervisor, but employees are expected to plan, organize and carry out their work with considerable independence within established policies and guidelines.  Work is reviewed through conferences, reports, and results attained.

Examples of Work:  Supervises a group of lower level county social service managers and supervisors.

Administers a major segment of social services programs; ensures that services are provided in accordance with agency objectives, rules, regulations, policies, procedures, and case management and social service principles and practices.

Assists in developing and implementing agency policies and practices.

Manages through subordinate supervisors a system of planning for the provision, development and/or modification of agency service programs and policies to assure compliance with legal mandates and meeting the needs of the community.

Monitors and evaluates the operation of the program to ensure proper interface with other agency units.

Participates in the development and implementation of policies, practices, and standards for a major segment of the social service program.

Represents the agency on boards of community service organizations or inter-agency committees; serves as a liaison with other public and private agencies.

Serves as a speaker at community organizations; interprets agency programs, policies, and practices to other community organizations, agency staff, and the general public.

Orients new supervisors and assists them in implementing and meeting their responsibilities to clients, workers, agency staff, and the community.

Attends and/or testifies at hearings.

Interviews applicants for positions and makes recommendations for selection of staff.

Evaluates the work performance of subordinate staff and makes recommendations regarding personnel actions.

Prepares correspondence, reports, and other materials, and maintains records as required.

Performs related work as required.

Required Knowledges, Skills, and Abilities:  Knowledge of current case management and social work principles, practices, and methodologies.

Knowledge of individual and group behavior and the inter-relationship between social, economic, psychological, and general physiological factors.

Knowledge of current social, economic, and health problems, and available resources.

Knowledge of the principles and methods of program interpretation and community organization.

Knowledge of the principles of supervision, organization and administration, and of methods and techniques of staff training.

Ability to plan, organize, direct and coordinate a social services program.

Ability to provide technical direction, supervision, and coordination of the work of professional and nonprofessional personnel.

Ability to analyze and evaluate case records.

Ability to orient and instruct subordinates on laws, regulations, rules, policies, and procedures.

Ability to establish and maintain effective working relationships with those receiving program services, agency staff, community organizations, provider agencies and the general public.

Ability to make clear and pertinent statements, both orally and in writing.

Minimum Experience and Training:  Four years of experience in public or private social work including two years in a public welfare program, two of which must have been in a supervisory capacity; and a bachelor's degree which includes or is supplemented by 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences;

or

Any equivalent combination of experience and training which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.
