COUNTY SOCIAL WORK MANAGER 1 L0633

Definition: This is professional social work of a supervisory nature in a County Children and Youth, Mental Health/Intellectual Disability, or Human Services Agency.

Employees in this class supervise social service supervisors and workers, providing a variety of case management, counseling, and ancillary services to children, youth and families, people with intellectual disabilities, people who are physically challenged, and others. Work involves screening and evaluating requests for services, assigning and reviewing work and evaluating work performance. Work also involves collecting information regarding community resources and services and ensuring that staff is made aware of these resources as referral agencies for clients. Work also includes responsibility for participating in the development of policies and procedures, program planning, and service implementation, in-service training activities, and the review and analysis of case records to determine quality of case manage-ment and the service delivery system. Supervision may also be exercised over paraprofessional, clerical and other ancillary staff. Work is performed under the general supervision of a professional or administrative supervisor, but employees are expected to exercise initiative and independent judgment in meeting objectives. Work is reviewed through conferences, reports and results attained.

Screens and evaluates requests for services; assigns and reviews work and evaluates work performance.

Participates in the development of policies and procedures, program planning and service implementation, and in-service training activities.

Reviews and analyzes case records to determine the quality of the case management and service delivery system.

Serves as liaison between the agency and other community service organizations to coordinate services; provides information regarding the programs and services provided by the agency.

Interviews applicants for positions and makes recommendations for selection of staff.

Supervises the development of individual case management and treatment plans.

May also supervise paraprofessional, clerical and other ancillary staff.

Prepares correspondence, reports, court and legal documents, and other materials, and maintains records as required.

Performs related work as required.

Required Knowledges, Skills, and Abilities: Knowledge of current case management and social work principles, practices, and methodologies.

Knowledge of current social, economic, and health problems, and available resources.

Knowledge of the basic principles and methods of program interpretation and community organization.

Knowledge of individual and group behavior and ways of working effectively with clients, staff, community, and provider organizations and the general public.

Knowledge of the basic principles of supervision, organization and in-service training.

Knowledge of the rules, regulations, policies, and procedures which relate to the provision of social services.

Ability to work effectively with people and aid them to grow in the constructive use of their potential in adjusting to their specific problems.

Ability to evaluate the work of subordinates and to provide technical assistance and guidance.

Ability to orient and instruct subordinates on laws, regulations, rules, policies, and procedures.

Ability to analyze and evaluate case records.

Ability to establish and maintain effective working relationships with those receiving program services, agency staff, community organizations, provider agencies, and the general public.

Ability to make clear and pertinent statements, both orally and in writing.

Minimum Experience and Training: Three years of professional social work experience in a public or private social services agency which includes one year in a public welfare program and one year in a supervisory, administrative, or consultative capacity; and graduation from an approved graduate school of social work.
