COUNTY EMPLOYMENT COORDINATOR
Definition: This is responsible employment services work designed to promote and provide employment for program clients.
An employe in this class is responsible for recruiting, interviewing, counseling, referring and placing applicants into positions which will afford them an opportunity to apply and further enhance their skills and abilities through useful employment. Work involves contact with local employment sources, public and private officials and applicants to promote the placement of applicants in appropriate positions in the community. Important aspects of the work include assessing eligibility, evaluating work history, skills, aptitudes and job preferences and identifying suitable jobs for applicants. Work includes reviewing the work progress of applicants through on-site visitations, conferences with employers and participants to ensure satisfactory placement. Work is received through oral or written assignments and is reviewed by an administrative supervisor through periodic conferences, as review of reports and program effectiveness.
Examples of Work: Recruits, interviews and counsels applicants seeking employment and assists them in evaluating their employment assets.
Obtains information regarding the applicants' work history, financial eligibility and physical limitations.
Determine applicants' eligibility for program participation.
Advises applicants on the impact employment would have on their eligibility for receiving social security, medicare or other Federal or State benefits, if applicable.
Convenes workshops and presents talks to community groups on employment programs to promote and develop employment opportunities.
Establishes effective working relationships with potential employers and obtains commitments for job openings.
Obtains current information on job vacancies and qualifications required to perform the work.
Compares applicants' qualifications with job requirements and provides the applicant with information concerning occupational opportunities, specific job requirements and opportunities for advancement.
Arranges for a physical examination for the applicant prior to referral/placement.
Contacts prospective employer, provides information regarding the applicants' work experience and skills and refers the applicant to the employer.
Maintains contact with employers and program participants to assure satisfactory placement.
Recommends and/or assists with arranging occupational training programs designed to develop the skill level of the participant and to prepare them for employment.
Maintains records on the work history and skills of each applicant and on the available job openings.
Prepares reports and provides information concerning program activities.
Performs related work as required.
Required Knowledges, Skills and Abilities: Knowledge of the goals and objectives of community services employment programs.
Knowledge of the principles, practices and procedures for employment interviewing, counseling, job referral and placement.
Ability to interpret and apply State and Federal regulations pertaining to community services employment programs.
Ability to establish effective working relationships with civic groups and organizations and employers.
Ability to understand employment problems of applicants and to develop agency-applicant rapport.
Ability to exercise sound judgment in appraising personal qualifications, assessing interests and needs and placing the applicant in an appropriate job vacancy.
Ability to speak effectively before individuals and groups.
Ability to communicate effectively orally and in writing.
Minimum Experience and Training: Five years of progressively responsible public contact work or community leadership which involved obtaining, providing and evaluating information concerning employability or employment; and graduation from high school or equivalent certification of formal training;
or
One year of experience in employment interviewing, counseling or placement work, occupational guidance or rehabilitation work, and a Bachelor's Degree;
or
Any equivalent combination of experience and training.
