DEFINITION: This is professional administrative work managing a comprehensive tobacco prevention and control or other drug and alcohol program in a Single County Authority.
An employee in this class is responsible for independently planning, developing and managing the delivery of a comprehensive tobacco prevention and control program, or exercising similar responsibility in regard to other drug and alcohol program development work. Services may be developed utilizing in-house resources and through contracted staff. Work involves internal planning and program development efforts, utilization of community resources through development of cooperative efforts with community based organizations, and the selection of contractors. When contractor services are utilized, work entails developing program proposals and specifications; evaluating proposals and selecting a service provider who has the expertise to fulfill contract deliverables; writing contracts for deliverable services; monitoring and evaluating service provider performance through the review of reports, on-site visits; utilization of the tobacco prevention and control web-based monitoring, reporting, and information system or other monitoring device; providing technical assistance to service providers on program policies, standards and reporting requirements; and writing grant applications. Work may also involve monitoring of the full budget allocated for the project. Work in the case of tobacco prevention and control involves the need to create system changes utilizing components of the Centers for Disease Control’s Best Practices for comprehensive tobacco control programs. An employee also acts as the program coordinator with constituent groups, service providers, community organizations and groups, task forces, committees, and federal and state organizations to assess legislation, resolve program problems and participate in tobacco prevention and control or other drug and alcohol program activities. Supervisory positions plan, organize and direct the work of assigned professional staff. Work is performed independently under the direction of an administrative superior and is reviewed for the attainment of deliverables as defined in the tobacco prevention and cessation contract work statement or in relation to similar standards for other drug and alcohol programs.
EXAMPLES OF WORK: Plans, develops and manages a comprehensive tobacco prevention and control program or other drug and alcohol programs to serve the needs of all residents within a Single County Authority.
Develops contracts for the tobacco prevention and control program and/or other drug and alcohol programs including work statements, program narratives, budget projections, allocation of monies, spending plans, and amendments to contracts.
Writes guidelines, rules, regulations, procedures, and protocols for a tobacco prevention and control program or other drug and alcohol programs.
Provides technical assistance to service providers through the review of periodic reports, on-site visits and the utilization of the tobacco prevention and control web-based monitoring, reporting and information system for tobacco prevention and control work or monitoring devices for other drug and alcohol programs, to determine if contractual work statements are being met; approves invoices based on successful completion of required services.
Plans, organizes and directs the work of assigned staff involved in assisting in the implementation of a comprehensive tobacco prevention and control program or other drug and alcohol programs.
Plans, assigns and reviews work of assigned staff.
Oversees a cost center budget.
Reviews and evaluates employee performance; prepares employee performance review reports, and recommends corrective action as appropriate.
Receives grievances and complaints; investigates employee complaints, and resolves or recommends resolution to grievances or complaints.
Interviews candidates for positions and recommends employee selection or ranks candidates in order of preference.
Trains staff to familiarize them with deliverables and to enhance their knowledge of a comprehensive tobacco prevention and control program or other drug and alcohol programs.
Conducts needs assessments on the health and tobacco use status of a population; collects, analyzes, and interprets data for program planning and monitoring.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of budgeting, contract development and contract monitoring principles.
Knowledge of the methods and techniques used in negotiating and writing contracts.
Knowledge of principles and practices of program development, program monitoring or the delivery of program services.
Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.
Knowledge of basic management principles and practices.
Ability to assess the current health, social, and economic problems and resources of a service area.
Ability to monitor and evaluate the performance of service providers to determine compliance with contract deliverables.
Ability to communicate effectively, orally and in writing.
Ability to utilize the tobacco prevention and control web-based monitoring, reporting and information system to report on tobacco prevention and control program activities, or monitoring devices for other drug and alcohol programs, to evaluate and analyze data to ensure that contract deliverables are being met.

MINIMUM EXPERIENCE AND TRAINING:
A Bachelor’s degree with a major in chemical dependency, psychology, social work, counseling, or other social or behavioral sciences, and two (2) years of professional experience involving program development, program monitoring, or the delivery of program services in the areas of alcohol, tobacco, or other drug prevention, intervention, or treatment services or other closely related services;
