DRUG AND ALCOHOL TREATMENT SUPERVISOR

DEFINITION: This is supervisory and advanced professional counseling and case management work in a Single County Authority (SCA) Drug and Alcohol Functional Treatment Unit.

An employee in this class implements the drug and alcohol treatment program and supervises the provision of counseling and case management services. Employees supervise staff in a facility based treatment program providing specialized drug or alcohol services. The employee may provide counseling services for difficult and sensitive cases. Work is performed in accordance with established policy and procedures, but the employee is expected to exercise initiative and independent judgment in achieving objectives. Supervision is received from an administrative superior through review of work, conferences, and evaluation of reports.

EXAMPLES OF WORK: Supervises staff by assigning and reviewing work, approving leave, administering discipline, evaluating staff training needs, evaluating performance, interviewing applicants and making recommendations for hiring.

Provides consultation to counselors on problems, referrals, and crisis situations.

Interprets rules, regulations, policies, standards, and objectives of the Drug and Alcohol SCA to subordinates.

Initiates corrective disciplinary action for minor misconduct by employees; recommends major corrective disciplinary actions or dismissals.

Conducts case conferences and staff meetings to distribute information to staff or to elicit reports on case progress.

Ensures staff conducts initial interviews and recommends appropriate levels of care as contractually prescribed and refers cases to appropriate service providers.

Develops referral policies and procedures and maintains liaison with referral agencies.

Provides counseling services to clients with complex problems in difficult or sensitive situations.

Performs other related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the drug and alcohol abusing subculture. 

Knowledge of treatment facilities and human service agencies providing services to drug and alcohol dependent clients. 

Knowledge of crisis intervention methods; individual, group, and marital counseling techniques; and behavior modification techniques.

Knowledge of the practices and procedures of the criminal justice system in dealing with drug and alcohol related offenders.

Knowledge of care and case management practices in a human service agency.

Knowledge of policy and procedure development.

Ability to identify and coordinate client needs and available services.

Ability to plan, organize, and assign counseling work.

Ability to evaluate employee performance and prepare employee performance evaluation reports.

Ability to supervise and effectively accomplish work through subordinates, needs assessments, court orders and drug and alcohol statistics.

Ability to communicate clearly both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Two (2) years of experience as a Drug and Alcohol Treatment Specialist;

or

A Master’s Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a clinical specialty in administration or the human services) or other behavioral sciences and two (2) years of clinical experience in a health or human service agency including one (1) year working with individuals who are chemically dependent;

or

A Bachelor’s Degree from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a clinical specialty in administration or the human services) or other behavioral sciences and four (4) years of clinical experience in a health or human service agency including one (1) year working with individuals who are chemically dependent;

or

An Associate’s Degree from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a clinical specialty in administration or the human services) or other behavioral sciences and six (6) years of clinical experience in a health or human service agency including one (1) year working with individuals who are chemically dependent;

or

Full certification as an addictions counselor by a statewide certification body, which is a member of a national certification body or certification by another state’s substance abuse counseling certification body, which is a member of a national certification body and three (3) years of clinical experience in a health or human service agency including one (1) year working with individuals who are chemically dependent.
