Definition: This is professional work of a supervisory and administrative nature involving mental health program planning, analysis, coordination and implementation as a member of the staff of a County Mental Health/Intellectual Disability Agency.
An employee in this class is responsible for directing a large county mental health program including the planning, analysis, coordination and implementation of community mental health programs. Duties involve establishing service standards, developing the program budget, programs, sub-contracting procedures, and developing policies and procedures to implement laws and regulations. Supervision is exercised over professional and sub-professional and clerical staff. Work is performed with considerable independence under the direction of an administrative supervisor and is reviewed through conferences, reports and results attained.
Examples of Work: Directs a large county mental health program.
Plans, analyzes, coordinates and implements community based mental health programs.
Establishes overall service standards for quality and service proficiency.
Directs or develops agency budgets, programs and sub-contracting procedures.
Develops policies and procedures to implement laws and regulations.
Represents the agency at meetings with advisory boards of various agencies, community organizations, on task forces, committees, ad hoc community groups and federal, state and county officials.
Supervises a professional, sub-professional and clerical staff; receives grievances and complaints.
Prepares or assists in the preparation of the MH Annual Plan and the County MH Program budget.
Prepares, or directs the preparation of studies, reports, and correspondence.
Performs related work as required.
Required Knowledges, Skills, and Abilities: Knowledge of the principles and practices of mental health program planning and development as it relates to the implementation of direct services and operational procedures.
Knowledge of modern basic principles and practices of management and supervision.
Knowledge of current social, economic, and health problems and resources as it relates to mental health.
Knowledge of the structure, organization, and methods of public and private mental health agencies and institutions.
Knowledge of the basic principles and methods involved in working with socially maladjusted or physically or intellectually disabled adults and/or children.
Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.
Ability to analyze and evaluate mental health program plans and operations and make recommendations leading toward policy interpretation and method determination.
Ability to develop and coordinate mental health program plans.
Ability to provide leadership to and establish and maintain effective working relationships with public and private agencies, community groups and organizations, federal, state and county officials and agency staff.
Ability to plan and direct the work of a professional staff.
Ability to make clear and pertinent statements, orally and in writing.
Minimum Experience and Training: One year as a County Mental Health Program Specialist 2;
or
Five years of professional level experience in the field of mental health, including three years of administrative, supervisory, or consultative work; and a bachelor's degree;
or
Any equivalent combination of experience and training.
