Definition:
This is supervisory and administrative professional work in directing a large county human services residential program.
An employee in this class plans, organizes and directs the residential training and supervision of a large number of program clients in a large county human services residential program. Work involves the recruitment, training and evaluation of staff; preparation of the annual budget and monitoring and approving expenditures during the fiscal year; direct counseling and casework with clients; implementing and monitoring individual service plans; developing effective working relationships with local and state agencies; and performing a variety of public relations functions designed to explain the program and engender public support. Initiative and independent judgment are exercised within a broad framework of rules, regulations, and policies. Work is performed under the general direction of a local governing board or administrative supervisor and reviewed to determine quality and achievement of established objectives through conferences, reports, and observations.
Examples of Work Performed:
Plans, organizes and directs the residential training and supervision of a large number of program clients in a large county human services residential program.
Recruits, hires, trains, assigns, and evaluates the work of residential program staff.
Prepares the annual budget and monitors and approves expenditures during the fiscal year.
Provides direct counseling and casework services to clients and families to facilitate their growth toward independent living.
Implements and monitors individual service plans.
Develops effective working relationships with local and state agencies to coordinate residential services and program operations.
Maintains liaison with private, volunteer and other governmental agencies and ensures that programs develop and progress in accordance with county, regional and state policies and standards.
Makes presentations to other agencies, community organizations, or other interested parties regarding program objectives and services.
Performs public relations functions to explain the program and engender public support.
Participates in planning a comprehensive service delivery system; prepares proposals for new programs.
Ensures that residential facilities and grounds meet high standards of cleanliness and safety.
Prepares various statistical, financial and special reports as required or requested by county or state officials.
Performs related work as required.
Required Knowledges, Skills, and Abilities:
Knowledge of the modern principles, practices and current developments in the program area.
Knowledge of behavior management, program planning and normalization principles and practices for individuals with intellectual disabilities.
Knowledge of generic and specialized community resources, facilities and services available to individuals with intellectual disabilities including treatment service programs and objectives of such agencies as base service units, Community Mental Health Centers, Children & Youth Agencies, Area Agencies on the Aging, and other specialized county human services programs.
Knowledge of the organization and management of group living units for individuals with intellectual disabilities.
Knowledge of the principles and aims of counseling and casework.
Knowledge of basic principles and methods of staff supervision.
Knowledge of basic bookkeeping principles and practices.
Knowledge of basic individual and household budgeting and use of checking and savings accounts.
Knowledge of basic health measures such as first aid, CPR, fire safety and personal safety measures.
Ability to plan, organize, assign, review and evaluate the work of subordinate staff.
Ability to establish and maintain effective working relationships with county and state officials, residents and their families, and the general public.
Ability to exercise judgment and discretion in applying and interpreting laws, rules, and policies governing the program area.
Ability to develop, implement, and
evaluate program policies and procedures.
Ability to research, analyze and write reports and statements of financial and client service data.
Ability to express ideas clearly and concisely, orally and in writing.
Minimum Experience and Training:
A bachelor's degree and three years of experience working with individuals with intellectual disabilities in a human services agency;
or
One year as a Residential Program Director 2;
or
Five years of direct services experience in a human services agency, including four years work experience with individuals with intellectual disabilities, three of which are in a supervisory or administrative capacity;
or
Any equivalent combination of experience and training.
