SOCIAL SERVICES DIRECTOR (Housing)

 

Definition: This is social casework of a supervisory and administrative nature in the field of human services for a housing authority.

An employee in this class plans, organizes, and provides coordinative services to the social services program of the housing authority. Work involves responsibility for providing direction and leadership to the entire program and for continuous review, analysis, and development of casework services to meet current needs and program objectives. Work involves supervising caseworkers and human services aides who are engaged in providing a wide variety of services to the tenants of the authority. Employees are responsible for the work of the caseworkers and human services aides and for the quality of service to the tenants in need. Employees may provide casework services for a designated tenant or group of tenants or for groups representing special circumstances. Work is performed under the general supervision of an administrative superior, and is reviewed through conferences, periodic reviews of case material, and regular work progress reports.

Examples of Work Performed: Plans, organizes, and provides coordinative services to the social services program of the housing authority.

Supervises caseworkers and human services aides who are engaged in providing a wide variety of services.

Supervises caseworkers assigned cases for continuing service in determining need and providing related services as required.

Develops, through individual and group conferences, the caseworker’s efficiency and skill in determining the provision of services within established policy to aid the tenant in utilizing his potential for self-reliance and providing other related services in such a way as to result in the tenant’s utilizing all available resources.

Reviews and analyzes case records to determine the quality of services rendered.

Participates in the planning and implementation of in-service training activities and tenant meetings or councils.

Plans and supervises the administrative aspects of the social service program.

Prepares correspondence, compiles reports and maintain records.

Contacts other agencies and interprets the program to the community.

Performs related work as required.

Knowledges, Skills, and Abilities: Thorough knowledge of casework principles and methods.

Considerable knowledge of current social, economic, and health problems and available resources especially as they pertain to a housing authority.

Considerable knowledge of individual and group behavior and ways of working effectively with adults and children who have social, economic, emotional or health problems.

Considerable knowledge of the basic principles and methods of program interpretation and community organization.

Knowledge of basic principles of supervision and in-service training.

Ability to plan, organize, and direct the social services program of a housing authority.

Ability to work effectively with people and aide them to grow in the constructive utilization of their capabilities in adjusting to their specific problems.

Ability to evaluate work of subordinates and to provide technical assistance and guidance.

Ability to orient and instruct subordinates on procedures, techniques, laws, and regulations.

Ability to establish and maintain effective working relationships with tenants, other staff members, outside agencies, and the general public.

Ability to express ideas clearly and concisely, orally and in writing.

Experience and Training: Three years of experience in public or private social work, including one year in a consultative, supervisory, or advisory capacity; and a bachelor’s degree; or any equivalent experience and training.
