BUILDING CONSTRUCTION INSPECTOR (Housing)

Definition: This is technical and administrative work in the execution and inspection of new construction, renovation, and alteration projects within a housing authority.

An employee in this class performs a wide variety of technical and administrative duties involving new construction, renovation and alteration projects including review of structural, electrical, plumbing, heating, ventilation and landscaping components and systems.

Work requires the interpretation of contract requirements through review of blueprints, specifications, and drawings; the application of a variety of inspection techniques; and the coordination and administration of various construction or renovation activities. Work normally involves on-site inspections of materials, methods, and workmanship, and assisting in the planning for present and future construction and renovation activities. Work is received in the form of general instructions and overall objectives and the employee exercises considerable judgment in making technical decisions related to work assignments. Work is reviewed by an administrative superior while in progress and upon completion for adherence to established standards and results obtained.

Examples of Work Performed: Conducts on-site inspections of materials, methods, and workmanship involved in construction, renovation, or alteration projects for single and multi-family dwelling building components and systems, to insure conformance with approved construction codes, plans, specifications, standards, and contract provisions; prepares reports of the results of the inspections.

Inspects various single and multi-family dwelling building components including structural, plumbing, electrical, heating, ventilation, landscaping, and support systems for compliance with plans and local building codes and for proper installation; inspections cover materials and workmanship as well as equipment and systems.

Coordinates and administers the various construction, renovation or alteration project activities such as labor relations aspects; EEO; job conferences; change orders; local, state, and federal inspections; reviewing contractor requests for payment; internal project controls; and maintenance of appropriate files and documentation pertaining to project.

Assists in reviewing proposed plans and specifications for appropriateness of layout, cost and construction standards, and compatibility of layout with intended purpose.

Suggests changes and modifications in plans to conform to appropriate local, state, or federal laws and regulations.

Reads and interprets construction, renovation, or alteration plans, blueprints, specifications, and drawings.

Prepares periodic progress reports and forms detailing and summarizing project work status and activities.

Coordinates the scheduling of various inspections by local, state, or federal officials.

Obtains necessary local government approvals and permits for construction or renovation and insures that all appropriate legal notices are posted on the job site.

Coordinates and consults with housing authority officials, architects, engineers, and community officials.

Reviews proposals for new construction, renovation, and alteration projects and prepares reports on project feasibility to include bid evaluation.

Identifies and inspects prospective new construction, renovation, or alteration sites and projects; obtains and prepares preliminary information on the need, desirability, feasibility, environmental and cost implications.

Performs related work as required.

Knowledges, Skills, and Abilities: Knowledge of current developments involved in the building construction, renovation, and alteration field.

Knowledge of practices, methods, techniques, equipment, materials, and tools used in building construction, renovation, and alteration projects.

Knowledge of the stages in building structures construction when possible defects and violations may be most easily observed and corrected.

Knowledge of occupational hazards and safety precautions of building structures construction and renovation.

Knowledge of mathematics at the GED 3 level.

Knowledge of the methods and practices required to administer the building construction, renovation, and alteration projects of a housing authority.

Ability to inspect materials and workmanship of various building components and equipment especially those dealing with structural members, flooring, walls, insulation, roofs, windows, doors, electrical and heating systems, and plumbing.

Ability to read and interpret building construction, renovation, or alterations plans, blueprints, specifications, and drawings.

Ability to conduct on-site inspections of construction, renovation, or alteration projects.

Ability to learn local building codes, state, and federal rules and regulations pertaining to building construction, renovation, or alteration.

Ability to prepare written reports and related forms.

Ability to establish and maintain effective working relationships with associates, contractors, local governmental officials, and the public.

Ability to follow oral and written instructions.

Ability to coordinate the building construction; renovation; and alteration projects within a housing authority.

Sufficient physical stamina to work under adverse weather conditions and on hazardous terrain.

Experience and Training: Five years of responsible and varied experience in the building trades which includes at least one year of experience in the quality control inspection of materials and workmanship for: the construction of various building structure components such as floors, walls, ceilings, and roofs; or the installation of building equipment and systems such as electrical, plumbing, heating or ventilation.

Necessary Special Requirement: Possession of a valid motor vehicle operator’s license if required by the housing authority.
