POLICE OFFICER (Housing Authority) L1090
DEFINITION: This is police work in protecting housing authority employees, residents, visitors, property and facilities, and enforcing the Pennsylvania Crimes Code, Motor Vehicle Code, local ordinances and housing authority rules and regulations.
Work involves conducting police patrols; enforcing rules and regulations; conducting and assisting in the conduct of investigations and surveillance, securing crime scenes, and gathering and processing evidence; preparing police reports; responding to emergency and non-emergency calls for assistance; assisting in the development and presentation of crime prevention programs and safety outreach programs; and developing a rapport with residents, employees and the public in an effort to fight crime and encourage the reporting of suspected criminal activity and security problems. All assignments involve responsibility for recognizing the social importance of police functions, the tactful and courteous treatment of the public, and the conscientious and efficient performance of duties under minimal supervision. An employee in this job is a sworn police officer and exercises the power of arrest. Work is reviewed by a supervising officer or other administrative supervisor through personal inspection, conferences and reports.
EXAMPLES OF WORK: Conducts police patrols on foot, bicycle or in a vehicle to enforce Pennsylvania Crimes Code, Motor Vehicle Code, local ordinances and housing authority rules and regulations.
Performs preliminary investigative work into crimes and suspected crimes.
Cooperates with local, state and federal police authorities on various police issues, investigations and safety and security programs.
Solicits and accepts information from residents, employees and the general public on criminal activity and security problems in and around housing authority property.
Enforces towing of abandoned, stolen or disabled vehicles on housing authority property.
Responds to emergency and non-emergency calls.
Coordinates and communicates crime prevention efforts by preparing and circulating posters, flyers and other printed materials and writing press releases; by developing programs to combat drug and criminal activities; and by working with employees and residents to develop resident patrols and youth-oriented programs.
Issues warnings, tickets, citations or summonses for violations.
Assists prosecuting attorneys in the preparation of court cases and, as required, testifies at judicial trials and hearings.
Serves Court Orders in conformance with legal requirements and housing authority policies and procedures.
Assists in securing crime scenes and gathering and processing evidence.
Prepares police reports.
Conducts security inspections and audits of housing authority property and recommends security improvements.
Administers first-aid treatment to injured persons.
Performs cardio-pulmonary resuscitation or uses an automated electronic defibrillator on cardiac arrest victims.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of law enforcement principals, practices and techniques.
Knowledge of the crime and motor vehicle codes.
Knowledge of interviewing procedures and techniques.
Knowledge of methods used in conducting criminal investigations.
Knowledge of methods and practices of security patrolling and incident reporting.
Knowledge of the principles and practices of crowd control and group behavior
Ability to establish and maintain effective working relationships with other individuals.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: Successful completion of the Municipal Police Officers’ Education and Training Commission Certified Basic Police Academy (Act 120) training.
NECESSARY SPECIAL REQUIREMENTS: Possession of a valid class C or equivalent driver’s license.
Must be at least 21 years of age.
