POLICE OFFICER LIEUTENANT (HOUSING AUTHORITY) L1092        

 

DEFINITION: This is supervisory and administrative police work in protecting housing authority employees, residents, visitors, property and facilities, and enforcing the Pennsylvania Crimes Code, Motor Vehicle Code, local ordinances and housing authority rules and regulations. 

 

An employee in this job assists in the development, planning, implementation, coordination, monitoring and evaluation of the provision of police services and protection to employees, residents, visitors, facilities and property of a housing authority.  Work involves supervising the enforcement of federal, state, local and housing authority laws, rules and regulations; overseeing investigations; reviewing incident reports; directing and assisting in the patrol of housing authority grounds and buildings; and responding to calls for assistance.  Work also involves assisting in the planning and conduct of public outreach and safety programs and initiatives; and testifying and presenting evidence in court proceedings.  An employee in this job is a sworn police officer and exercises the power of arrest.  Work is performed independently and involves situations that may be dangerous or stressful in nature.  Work is reviewed by the Chief of Police through reports, conferences and inspections.

 

EXAMPLES OF WORK:  Directs and participates in police patrols on foot, bicycle or in a vehicle to enforce Pennsylvania Crimes Code, Motor Vehicle Code, local ordinances and housing authority rules and regulations.

 

Conducts interviews and investigations and supervises investigations performed by subordinate staff.

 

Receives complaints, assigns complaints to be investigated and follows-up on completion of investigation of complaints.

 

Prepares schedules for police officers to maintain maximum coverage of the housing authority in relation to the available personnel.

 

Supervises the response to emergency and non-emergency calls.

 

Assists in planning, developing, establishing and maintaining effective communications with resident and community groups and the general public to improve performance, communications, understanding and cooperation and to resolve issues between the housing authority and the respective groups.

 

Testifies in court and other legal proceedings.

 

Assists the Chief of Police in planning, assigning and directing activities and assumes command in his absence.

 

Assists the Chief of Police in preparing a budget.

 

Makes regular inspections of personnel and their equipment.

 

Performs the full range of supervisory duties.

 

Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge of law enforcement principles, practices and techniques.

 

Knowledge of the crime and motor vehicle codes.

 

Knowledge of interviewing procedures and techniques.

 

Knowledge of methods used in conducting criminal investigations.

 

Knowledge of methods and practices of security patrolling and incident reporting.

 

Knowledge of crowd control and group behavior

 

Knowledge of the principles and practices of employee supervision.

 

Ability to establish and maintain effective working relationships.

 

Ability to communicate effectively orally.

 

Ability to communicate effectively in writing.

 

MINIMUM EXPERIENCE AND TRAINING:  One year of experience as a Police Officer Sergeant (Housing Authority);

 

or

 

Three years of experience as a law enforcement officer, which includes or is supplemented by one year supervising law enforcement officers, and successful completion
of the Municipal Police Officers’ Education and Training Commission Certified Basic Police Academy (Act 120) training.

 

NECESSARY SPECIAL REQUIREMENT:  Possession of a valid class C or equivalent driver’s license.
