Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This management level position is responsible for overseeing all aspects of internal response activities to include the operations of the Commonwealth Watch and Warning Center (CWWC) and Commonwealth Response Coordination Center (CRCC). It provides leadership and oversight to employees assigned to both the CWWC and CRCC under the guidance of the Deputy Director for Response. This position is instrumental in assuring 24/7 Situational Awareness throughout the Commonwealth and across its respective agencies; developing and communicating a state-wide Common Operating Picture (COP); and assuring the Commonwealth Response Coordination Center is in a ready state 24/7 to support disaster response operations throughout the Commonwealth. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. - Under the administrative guidance of the Deputy Director for Response, provides leadership and guidance for personnel assigned to the Commonwealth Watch and Warning Center (CWWC) and the Commonwealth Response Coordination Center (CRRC). - Directly supervises Emergency Management Supervisors (Watch Officers) within the CWWC as well as the Coordinator of the CRCC. - Oversees the staffing and management of the CWWC, to include scheduling of Emergency Management Supervisors (Watch Supervisors) and Emergency Management Specialists (Watch Officers) to assure adequate shift coverage for 24/7 operations. - Serves as the principle advisor to the Deputy Director for Response on all aspects of the Commonwealth’s internal disaster response activities and functions of the CRCC. - Coordinates the integration and implementation of internal emergency management response activities, to include applicable policies and procedures associated with the operation of the CWWC and the CRCC. - Evaluates the effectiveness of policies, procedures and guidelines, and recommends and coordinates revisions to such as needed. - Formulates goals and objectives for assigned office, and assures alignment of any Office goals/objectives with the agency’s overall strategic plan. - Supervises assigned employees, completes Employee Performance Reports (EPR) for subordinates in accordance with applicable agency and Commonwealth procedures, and reviews and approves EPR’s completed by subordinate supervisory staff. - Works with Human Resources and Labor Relations representatives as applicable to effectively manage employee performance in accordance with Commonwealth policies and procedures, to include counseling, discipline and performance improvement planning. - Works with Bureau of Budget and Grants Management to develop, implement and monitor budget for Internal Operations Office, to include the development, implementation and monitoring of any applicable grants. - Approves overtime, leave and travel requests for assigned employees of the Internal Operations Office. - Functions as a liaison with county and local emergency management coordinators, state agency officials/representatives and others to assure continuity of information flow to and from county level emergency management organizations and 911 centers through the CWWC. - Manages and updates various electronic distribution pathways and lists as needed to assure timely and effective information flow and notifications through the CWWC to maintain Situational Awareness and communicate a Common Operating Picture (COP) to state agencies and other stakeholders. - Develops, serves on and chairs various committees and ad hoc work groups as needed to accomplish the work of the Internal Operations Office and Response Deputate. - Works with Human Resources and Deputy Director for Administration to fill any vacant positions within the office, to include developing new or revising existing job descriptions, reviewing hiring lists or applications, conducting candidate interviews and making hiring decisions in accordance with applicable policies and procedures. - Works with Bureau of Budget to approve the purchase of goods or services for Internal Operations Office in accordance with applicable agency and Commonwealth purchasing and procurement policies/ procedures. - Prioritizes and assigns work within the Internal Operations Office to include establishment of project due dates to meet goals and objectives established by the Deputy Director for Response. - Works with the Planning Division in the Training and Exercise Bureau and Agency Representatives from various state agencies to develop staffing plans to support various activation levels of the CRCC for both no-notice incidents and planned events. - Supports the implementation of the State Emergency Operations Plan and its various components as applicable. - Leads Continuity of Operations (COOP) planning for assigned Office and oversees implementation of plan to include assuring COOP plans are updated and exercised on a regular basis for the CWWC and CRCC. - Works with the Training and Exercise Bureau to implement the PEMA professional qualifications system, to include assuring applicable training and exercise opportunities are made available to assigned employees and Agency Representatives from other state agencies to develop the skill sets needed to support internal disaster response operations. - Serves as a liaison between PEMA and FEMA Region III or other federal agencies for operational issues during steady-state or disaster operations. - Manages or assists with managing various types of emergency management and agency related projects to include project development, implementation, progress monitoring and completion. - Attends meetings, seminars and conferences and completes directed training for professional development, and as required under the PEMA Qualification System Responsible for completing mandatory FEMA Independent Study Courses as requested. IS-100 Introduction to ICS IS-700 Introduction to NIMS IS-800 National Response Framework IS 2200 – Basic EOC Functions (online) Performs other related duties as assigned. NOTATION OF SCHEDULE: During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance. EMERGENCY ASSIGNMENT This employee is an Essential Worker. Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-today routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time. This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center and must be available to work outside of the normal work hours, to include weekends and overnights, when activated. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. - Responsible for day-to-day management level decisions associated with the interpretation and application of Commonwealth and agency policies and procedures related to disaster response operations as applicable to the Internal Operations Office. - Develops and revises standard operations procedures and guidelines within the Internal Operations Office in accordance with strategic direction provided by Executive staff (Director and Executive Deputy Director) and/or the Deputy Director for Response to assure effective and efficient operations of the CWWC and CRCC. - Identifies situations in which executive level policy guidance is required or revisions to existing policies are needed, and provides recommendations to Deputy Director for Response and Executive staff. - Make management level decisions regarding internal response operations in consultation with Deputies for Response, Administration, Preparedness and 911 as required. - Makes recommendations to Deputy Director for Response and Executive level staff regarding any employee disciplinary procedures and/or performance improvement planning for their input and final determination. - Manages employee leave requests and approves/denies as appropriate to assure adequate coverage for 24/7 operations of the CWWC. |
