Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Serves as the project officer for corrective action/remediation/closure activities when Solid Waste Abatement Funds are expended within the region. 2. Serves as the primary departmental technical representative during all phases of the project. 3. Conducts assessments and site inspections to determine the extent and scope of the project. Conducts site visits to ensure proper implementation of the selected action. 4. Prepares reports of findings and reviews and comments on corrective action/remediation/closure plans to determine if the proposed activities comply with Commonwealth environmental statutes, regulations, and Department policies. 5. Provides technical support to legal staff for cost recovery or other legal actions related to projects. 6. Creates, develops, and maintains records. 7. Uploads documents into the OnBase records management system. 8. Testifies before Magisterial District Justices, the Environmental Hearing Board, or the courts as an expert or material fact witness in cases. 9. Coordinates actions with other programs when projects involve more than one program. Coordinates actions with other local, state, and federal agencies. 10. Serves as the technical expert and coordinator for one or more of the following projects: a. Mushroom Farm Environmental Management Plan (MFEMP) review and approval. Serves as the DEP WM Program contact with the Chester County Conservation District regarding the MFEMP review and mushroom facility investigations. b. Land Clearing, Grubbing, and Excavation (LCGE) Waste program expert. Provides technical support to program staff and regulated community. Primary reviewer of all new and updated LCGE notifications. c. Scrapyard Task Force – Serves as the DEP WM Program representative interacting with the City of Philadelphia in the investigation of scrapyards in the City of Philadelphia. d. Primary reviewer and coordinator of all hazardous and residual waste 10-day in-transit storage area notifications. e. Primary reviewer and coordinator of municipal, residual, and hazardous waste permit-by-rule notifications. f. Prepares or revises Applicable or Relevant and Appropriate Requirements (“ARARS”) for the Waste Management Program’s review of ARARs provided by the HSCA Program for clean-up sites. 11. As needed, conducts investigations at more complex hazardous, residual, and municipal waste management facilities including the Waste Management Inc landfill complex. 12. Conducts investigations of complex or recurring complaint, spill, or pollution incidents to ensure that appropriate corrective actions are taken. 13. Collects samples of various media and wastes for laboratory analyses. Reviews the analytical results to determine if there is compliance with Commonwealth environmental statutes, regulations, Departmental policies, and permit conditions. 14. Regulatory evaluation of solid waste management facilities in significant non-compliance as re-assigned from a Solid Waste Specialist by Solid Waste Supervisor and/or Environmental Group Manager. Solid waste management facilities are evaluated for compliance with Commonwealth environmental statutes, regulations, and Department policies pertaining to the management of solid waste. 15. Notification to solid waste management facilities, in accordance with Department policy, of identified violations and required corrective action. 16. Determines, after a thorough evaluation of all inspectional information and other sources of information, an appropriate type of enforcement action, and suggested penalties, for obtaining compliance, including Notices of Violation, Consent Order and Agreements, Administrative Orders, Consent Assessment of Civil Penalties, Civil Penalty Assessments, and Criminal Referral Actions. 17. Prepares non-traffic citations with a case summary, files the summary citations with the appropriate Magisterial District Justice, and acts as prosecutor or assists the Solid Waste Specialist in the prosecution if a Department attorney is not available or needed. 18. Provides information in response to requests from facility operators, municipal officials, consultants, Department personnel, and the public on Departmental programs, functions, rules and regulations, policies and procedures, and the Commonwealth statutes governing the management of solid waste. 19. Assists in the development of guidance documents, policies and procedures, and program evaluations. 20. Functions as the team leader over Solid Waste Specialists during statewide and regional Waste Hauler Inspection Program inspections. 21. Promotes the Department's mission. 22. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. 23. At times, teleworking may be necessary or, if approved, may be used to complete the above job duties. 24. This position requires participation in that portion of the Department's Medical Monitoring Program for accidental overexposure to a hazardous material/waste. If this position is given any of the following assignments, this position is also required to become Hazardous Waste Authorized, including participating in the annual medical screening portion of the Department's Medical Monitoring Program and being qualified medically to perform the assigned job duties: i. Assigned and required to wear Respiratory Protective Equipment, excluding filtering face piece dust masks. ii. Conduct on site spill investigations requiring entry into areas with exposure to hazardous materials/wastes above the PELs. iii. Investigate incidents and/or participate in cleanup operations requiring entry into areas with exposure to hazardous materials/wastes above the PELs. iv. Sample for harmful or hazardous materials or petroleum products requiring entry into areas with exposures above the PELs. v. Inspect reclamation sites that use hazardous materials/wastes foreign to the site requiring entry into areas where exposures are above the PELs. vi. Any other job duties that require entry into areas where the employee is exposed to harmful or hazardous materials above the PELs but which are not specifically mentioned, as determined by the supervisor in consultation with the regional or bureau safety coordinator. For example, inspect facilities where hazardous chemicals, normally used in processes within the facility, are uncontrolled and present in amounts above the PEL. 25. Arranges, attends, and participates in meetings with public officials, the regulated community, and/or citizens concerning solid waste management issues. 26. Attends and participates in Departmental and approved out-service training courses pertaining to personnel safety and protection and the field of solid waste management. 27.
