Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This Historic Preservation Specialist position in the State Historic Preservation Office, Pennsylvania Historical and Museum Commission, provides broad support to programs within the Division of Preservation Incentives. This position manages the Historic Property Inspection Program, assists with the Keystone Historic Preservation Grant program, federal Rehabilitation Investment Tax Credit (RITC) program, the Pennsylvania Historic Preservation Incentive Tax Credit (HPITC) program, and other historic preservation programs as needed.

Description of Duties:

Historic Property Inspection Program Responsibilities [ongoing with seasonal oversight and site visits between May-October]

Develops, implements, and manages a comprehensive Historic Property Inspection Program (HPIP) for the administration of PHMC covenants.

Creates and updates a written HPIP plan to guide program goals, priorities, administration, processes, and best practices.

Maintains data related to covenants executed as part of PHMC programs (Keystone Grants and Environmental Reviews) and federal funding (Save America’s Treasures, American Battlefield Protection, other grants) in PA-SHARE.

Assists in the development and deployment of covenant monitoring tools in PA-SHARE and Surveyor.

Prepares educational materials and guidance for property owners about covenants and HPIP.

Delivers in-person or online training for property owners with active covenants about covenants, roles & responsibilities for PHMC and property owner, and HPIP.

Develops and maintains regular schedule of HPIP site visits and communications with property owners throughout the year.

Coordinates other SHPO staff attendance at site visits and provides necessary guidance and training as needed.

Completes covenant project reviews in consultation with Keystone Grant manager and/or Environmental Review staff as necessary.

Coordinates with Education & Special Initiatives Coordinator to prepare publications and other materials related to HPIP for various quarterly and annual reporting, newsletters, educational materials, at least two blog posts per year, and other publications as needed.

Provides content, including regular updates, for PHMC website to Education & Special Initiatives Coordinator.

Prepare an annual HPIP report that includes an evaluation of the program, HPIP properties visited, and priorities for the next year.

Record all engagements related to administering HPIP throughout the year.

Keystone Historic Preservation Grant Responsibilities [seasonal assistance December – June]

Assists Keystone Grant manager and Keystone grant applicants with National Register eligibility questions.

Provide guidance to applicants on using PA-SHARE to find National Register status of their property.

Coordinate guidance to applicants for submitting new or additional information for a Determination of Eligibility with National Register staff.

Confirm National Register eligibility in submitted grant applications.

Provide assistance reviewing and commenting on grant applications, as needed.

Assist with preparing notifications to applicants, as needed.

Complete data entry of grant agreements and related stipulations.

Historic Tax Credit Program Responsibilities [ongoing, with seasonal assistance September through December]

Completes reviews of Part 1 applications for federal and state historic tax credits programs and submits materials to NPS, as needed and/or required.

Coordinate review of Part 1 applications with Tax Credit staff and National Register staff, as needed.

Assist applicants with submitting Part 1 applications, including requests for More Information, as needed.

Assist in reviewing annual Pennsylvania Historic Preservation Tax Credit applications.

Assist in managing tax credit data in PA-SHARE, as needed.

Other Responsibilities [as requested]

Participates in Determination of Eligibility (DOE) reviews to evaluate the eligibility of properties for listing in the National Register of Historic Places.

Participate in and assist with planning of SHPO activities, conferences, and public programs as requested or required.
Performs other duties as assigned.

Determine appropriate and most efficient processes to develop an annual HPIP plan and complete annual HPIP priorities.

Determine appropriate and most efficient processes for internal review of tax credit Part 1 applications with PA SHPO tax credit staff.

Development of calendar and staff teams, as needed, for timely scheduling of HPIP site visits.

Determine the appropriate guidance and training needed for external HPIP program users and internal SHPO staff.

Determine if proposed work under covenant review meets the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

Use PA-SHARE data to respond to Keystone grant eligibility questions.

Apply National Park Service criteria and guidance to comment on National Register eligibility.
