Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Completes audits of construction project records to ensure accurate payment to contractors.
Work is performed in an office setting, however, based on operational need, the employee may be asked to perform field inspection duties.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Audits field project records, estimates and item quantity books to ensure proper procedures of recording revision of cost breakdowns are being adhered to.

Audits item quantities records, utilizing cross references to field survey books and field inspector's diaries for proper tracking of quantities and coding for methods of arriving at amounts listed.

Audits concrete and bituminous records ensuring material books are kept current with respect to recording laboratory approvals for samples of material taken and ensuring sample test runs are recorded properly and are of sufficient frequency. Cross reference of material certifications is checked with material actually incorporated into work.

Ensures final payment made to contractor's balance with quantities paid in the contract.

Assembles final packet material for review prior to submitting to Central Office to complete projects.

Inspects any and all phases of transportation construction work. Assists with checking grades, elevations, structure stake-out and roadway stake-out with contractor/surveyor.

Inspects the placement of materials such as cement concrete, bituminous concrete, drainage materials and all applicable materials.

Provides compaction testing (visual non-movement method) of sub-surface strata, soils, aggregate, etc.

Interacts with Department staff, other federal, state and local agencies, legislators and the general public to ensure the effective administration of the projects.

Completes and performs master diary entries, mathematical calculations, item quantity estimates, project cost estimates, work orders, time extensions and all applicable project documentation manually or electronically. Assists in resolving field problems that are encountered.

Compiles and takes photographs, reviews sketches, and prepares an inspection review summary.

Completes, documents and checks work performed by contractors and participates as a team member as part of the inspection staff as outlined in the Project Office Manual (Publication 2) and as required by Publication 408.

Utilizes software in completing project documentation and perform direct entry of daily documentation into electronic documentation systems including but not limited to ECMS and PPCC.

Produces reports as needed and/or required for project records and interprets the results to track progress and schedule. Tracks and checks material quantities and testing utilizing either manual or computerized methods.


Ensures that projects are completed in accordance with all existing regulations, policies and procedures and in an expeditious and cost effective manner.

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Reviews engineering drawings, survey and inspection notes and rough sketches of highways and bridges. The quantity and cost of each unit is then computed through the application of standard formulae.

Review as-built plans to ensure all changes and quantities are incorporated for final microfilm processing.

Succession Planning

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
