Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Assists the Environmental Group Manager in the implementation of duties of the Compliance Section within the Division of Compliance and Data Administration, Bureau of Oil and Gas Planning and Program Management, Office of Oil and Gas Management, in the Department of Environmental Protection. Work involves reviewing and analyzing records/data to ensure statutory and regulatory requirements are satisfied; conducting compliance and enforcement work to compel compliance with statutory and regulatory requirements; providing recommendations regarding the development of new data management systems and enhancements to existing data management systems; developing and recommending changes to rules, regulations, administrative and compliance policies and procedures; conducting evaluations of regional programs to ensure uniformity of actions and to monitor progress in attaining Office of Oil and Gas Management goals and objectives; developing forms, technical guidance and procedures, and manual; conducting training and guidance for the oil and gas program, industry and state and federal agencies; and preparing information for national, state and local publications. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Develop strategies to compel compliance from the regulated community. Coordinate with Central Office and the assigned District Office in the planning, implementation, and issuance of Notices of Violation and Enforcement Actions. Draft, issue, and track correspondence, Notices of Violation, and enforcement actions to the regulated community. Develop, implement, and evaluate the surveillance, compliance, enforcement, and reporting elements of the state-wide oil and gas program. Assist in the design and evaluation of new data management systems and/or enhancements to existing data management systems for the Office of Oil and Gas Management. Assist in the development of policies, procedures and reporting forms for Oil and Gas Bonding requirements. Develop and update forms, manuals, and related guidance for the Division of Compliance and Data Management. Develop and update public information documents, such as fact sheets, newsletters, and brochures, to explain program functions and activities. Conduct outreach to the regulated community and/or public. Review and analyze compliance data and prepare compliance reports for oil and gas activities including inspections, violations, and enforcements. Draft letters, reports, and correspondence to exchange information with industry, legislators, and the public. Serve as a point of contact for oil and gas well data with respect to compliance/enforcement. Review, investigate and prepare responses regarding oil and gas related compliance issues. Compile and present data for use in program planning, program evaluation and budget preparation. Provide expert testimony at administrative hearings and other legal proceedings. Review proposed legislation for possible impacts on the oil and gas management programs and recommend changes to the proposed legislation; and develop draft legislation for the program as required. Prepare reports on program activities, technical reports, and articles for publication in professional and trade journals. Prepare interagency agreements or memoranda of understanding to accomplish program objectives (OSM/IOGCC/DOE/DCNR). Plan and conduct special studies at the direction of management and prepare reports of findings and recommendations. Properly care for and maintain all Department issued equipment. Provide information and advice to operators, consultants, public officials, other Commonwealth agencies and the public regarding Departmental programs, regulations, policies and procedures. Provide technical and compliance assistance to District Oil and Gas Operations' staff on specific complex enforcement issues. Coordinate mass mailing activities for the program with respect to compliance activities. Assist with program development activities. Display knowledge and proficiency in the use of data management systems including, but not limited to: eFACTS, OGRE, eSubmission, Edwin, Oil and Gas Mapping application, and SSRS reports. Input appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Operate a motor vehicle to travel to various work sites, or for overnight meetings/training. Periodically travel to Central Office to review, report, coordinate, plan, and implement projects consistent with the goals and objectives of the Bureau of Oil and Gas Planning and Program Management and the Office of Oil and Gas management. Promotes the Department's mission. Other related job duties as assigned. These work products are reviewed periodically. Additional meetings and discussions are used as needed to evaluate progress and review outputs. Overall performance is summarized through the yearly employee performance review. |
