Position Purpose:

The Vocational Rehabilitation Specialist Manager position oversees and manages the programmatic operations of the Bureau of Central Operations (BCO) within the Office of Vocational Rehabilitation (OVR), Pennsylvania Department of Labor & Industry. In coordination and collaboration with the Bureau Director, the position supervises and manages the Division, including three to five sections and corresponding units of staff. The Bureau manager also coordinates with the other Bureau Manager and the Chief Financial Officer to fully support BCO.

The Vocational Rehabilitation Specialist Manager (VRSM) position serves as the Bureau Manager for the Bureau of Central Operations (BCO), Office of Vocational Rehabilitation (OVR), Pennsylvania Department of Labor & Industry.

In coordination with the Bureau Director, oversees and manages the division and several reporting sections and units.

Provides backup managerial support to the Chief Financial Officer and Bureau Manager and their subsequent divisions.

Supervises designated staff, evaluates and recommends staffing and resource needs within BCO, interviews and recommends selected candidates for positions, evaluates employee performance, initiates formal employee recognition, initiates corrective disciplinary action, evaluates needs for and approves education/training for BCO staff.

Oversees the development of program objectives and standards.

Directs the administrative and technical processes needed to support overall organizational programmatic operations in accordance with Commonwealth and Rehabilitation Services Administration (RSA) policy and procedures.

Plans and assigns work and establishes strategic priorities.

Identifies issues affecting the organization and makes recommendations for resolutions and implementation to the bureau directors, the State Board of Vocational Rehabilitation, the Pennsylvania Rehabilitation Council (PaRC), as well as other stakeholders and agency partners.

Responsible for the implementation, coordination, and maintenance of the Workforce Innovation and Opportunity Act (WIOA) within OVR. Ensures the successful implementation of new and/or clarified regulations for the agency in collaboration with the bureau directors and Executive Director. Examples of activities include interpreting regulations to assess potential programmatic impacts, creating new or updating existing policies/procedures, gathering input from stakeholders, coordinating training, collaborating with RSA for clarification of regulations, and providing information to and collaborating with the CWDS project team, the Office of Information Technology (OIT), and contracted design and development vendors regarding required changes to CWDS based on new and/or clarified laws and regulations.

Serves as back up point of contact for the Vocational Rehabilitation Technical Assistance Centers.

Performs key roles in the planning and coordination of OVR Central Office staff meetings. Contributes information and assists with planning/coordination of Executive Director meetings.

Presents at statewide meetings. Represents the Executive Director and BCO Director at meetings as needed.

Responsible for the coordination of other special projects and initiatives as assigned by the BCO Director and/or Executive Director.

Participates in and provides logistical and technical assistance in support of OVR’s state and strategic planning activities.

Prepares and submits reports, as necessary, to the BCO Director, Executive Director, the Rehabilitation Services Administration (RSA), the State Board of Vocational Rehabilitation, the PaRC, and other agency partners.

Develops and presents information as needed to the State Board of Vocational Rehabilitation, the PaRC, and other agency partners.

Travels as needed in the performance of assigned duties.

Performs other duties as required or assigned.

Decides on contents for meetings and presentations, develops agenda and schedules for meetings, content for position papers and reports, and develops draft procedures.

Performs the full range of supervisory duties, including planning, assigning and reviewing work, approving leave, preparing performance evaluations and resolving disciplinary matters, thus significant decision making relative to day-to-day personnel management is also required.

Experience:

Six years of professional social or human services experience including two years of experience supervising professional social or human services staff, and a bachelor's degree;

OR An equivalent combination of experience and training that included two years of experience supervising professional social or human services staff.

Knowledge of Rehab Act of 1973 as amended, WIOA, RSA specific CFR pertaining to the administration of DSU services.
