Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Acts as the regional expert on the municipal, residual and hazardous waste management programs by demonstrating a professional level of knowledge regarding the municipal, residual and hazardous waste regulations and provides professional technical support to the Operations & Facilities Section of the regional Waste Management Program.

Description of Duties:

- Coordinates the activities between the Operations and Facilities Sections of the Waste Management Program. Some of these activities include conducting pre-operational field inspections of facilities wishing to operate under a Solid Waste General Permit; conducting post operational field inspections of facilities that are operating under a Solid Waste General Permit.

- Processes, inspects and approves facilities for Hazardous Waste In-transit storage and Hazardous Waste Permit By Rule.

- Serves as a project manager by managing all remediation activities when Solid Waste Abatement Funds are expended within the region. This will include serving as the primary departmental technical representative during all phases of the project; conducts preliminary assessments and site inspections to determine the extent of the project, prepares reports of findings, reviews and comments on technical documents that are prepared for the project; participates in the negotiations of project-specific contracts; provides technical support to legal staff for any cost recovery or other legal actions pertaining to the project; oversees contractors retained by the department to implement remediation of the site or project; conducts site visits to ensure proper implementation of remedial actions.

- Works with the Environmental Group Manager and Solid Waste Supervisors to assure adherence to the Department’s Compliance Policy.

- Works with the Environmental Group Manager, Facilities Section to:

• Assist with the review of Permit-By-Rule, 10-day in-transit storage facilities and general permit applications.

• Assist with yearly financial assurance reviews for RCRA facilities to update bonds for inflation

• Conduct Compliance History Reviews and/or compliance check prior to permit issuance as requested.

- Assists in tracking permit expiration dates and submittal of Annual Operations Reports for WM permitted facilities in SWRO.

-Assures all inspections and enforcement actions are entered into eFACTS and are updated.

- Inspects waste vehicles to note compliance with all applicable regulations governing the transportation of waste.

- Prepares non-traffic citation forms, files with District Magistrate and prosecutes cases on behalf of the Commonwealth, and recommends imposition of fines to District magistrates.

- Acts as a liaison between the Operations Section and the Office of Energy and Technical Development to promote energy efficiency and energy technologies at inspected facilities.

- Assists the Solid Waste Supervisors in training new field staff and assure that Training Plans are met.

- Works on special projects as assigned.

- Follows all developed standard operating procedures (SOPs).

- Assists in the preparations of enforcement cases.

- Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct.

- Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.

- Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

- Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

- In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

- Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.

-Employee will determine whether a facility meets the requirements to operate under a Solid Waste General Permit.

-Employee will determine whether a facility is operating in accordance with applicable regulations.

-Employee will determine if a site qualifies for use of Solid Waste Abatement Funds and will determine if all contract obligations are met.

-Employee will determine the course of actions needed to maintain compliance with the Compliance Policy

-Employee will determine the compliance status of facilities that are under Compliance History Reviews.
