Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a professional forestry position in the William Penn Forest District, “Northern Fire Protection Area” covering Berks, Lehigh and Northampton Counties. This position is responsible for performing professional analysis and management duties which include conducting planning and implementing prescribed fire plans, wild land fire prevention, and wildfire suppression. This is a non-supervisory position; however, the person in the position will act a s a lead worker on fires and other assigned projects and provide input into EPR’s of Forest Patrolman, Maintenance Repairman, Forest Lookout and other classifications. The person in the position will also assist in Forest District Programs such as: Forest Resource Stewardship, State Forest Management and Forest Pest Management. The primary goal of these programs is to educate, encourage, and assist the private landowners and municipalities in relation to natural resource management.

Description of Duties:

PLANNING
o Utilizes information and analyses data collected in areas with high fire incidents to develop strategies to address cause, develop suppression tactics, and mitigation of hazards
o Develops and implements prescribed fire plans on DCNR land.
o Reviews, comments and makes recommendations on silviculture prescriptions which recommend prescribed fire.
o Will provides technical input to improve the structure and content of the District’s Fire Resource Plan.
o Maintains and updates District’s Fire Resource Plan in relation to assigned area.
o Will provide oversight and technical advice to: Counties, Municipalities, Communities and Homeowner’s Associations interested in developing Community Wildfire Protection Plans.
o Develops and maintains a spatially explicit plan of wildfire potential in their geographic area using GIS technology.
o Develops and maintains a tracking system of fire incidents using FPS/GIS technology to isolate/determine cause, assist investigation and/or formulate outreach strategies.
o Identify factors contributing to increased risk such as communities/areas of with elevated fire occurrence, topography factors, weather tends, seasonal trend, day of week time of day, special events that increase risk.
o Develop a prevention plan. By identifying risk, hazards and values. Develop methods to reduce/mitigate hazards and risks. Develop prevention message that addresses cause of concern and an effective way of disseminating the prevention message.

OUTREACH
o Directs and coordinates wildfire prevention programs
o Assist in coordinating and administers, training and activities in their assigned work area.
o Develops a working relationship with Emergency Management Agencies, County Communication Centers, other government agencies, and other cooperators to facilitate cooperation and coordination of developing, fire management activities including developing policy/ordinance that may impact wildfire ignitions, prescribed fire and fire suppression readiness and fire suppression.,
o Develops a working relationship with local VFDs, to include attending a Chiefs meeting in each County of coverage area, at a minimum of twice a year.
o Initiates the process for implementing county burn bans during periods of high fire danger.
o Develops and implements a tracking system and strategy to promote fire prevention (e.g. Smokey Bear, school programs, civic organizations, parades) with the resources available.
o Complete one media event annually that contains a wildfire prevention message via: newspaper/magazine article/ billboard/newspaper/magazine ad, or radio/television interview.
o Provides oversight and directs fire wardens and other cooperators to promote preventative measures and steps that communities and developments can take to reduce wildfire incidents at a local level.
o Develops a rapport with local media to promote wildfire prevention
o Promotes and assist cooperators with RCFP and other grant programs.
o Acknowledge and award wardens that participate in prevention activities through the WHIP program and other appropriate acknowledgements

PREPAREDNESS
o Identify training required for staff, VFDs, Wardens and Warden Crew Members.
o Conducts and takes training as needed.
o Conducts radio checks routinely and ensures all forms of communications are in good working order.
o Maintains an adequate inventory of fire tools and associated equipment.
o Ensure that assigned wildfire suppression related vehicles, buildings, equipment and tools are properly maintained to ensure readiness in the event of a wildfire by conduct routine inspections.
o Ensure schedule is appropriate for current and predicted fire behavior to achieve effective response.

TECHNICAL
o Analyzes and evaluates data collected during prescribed fires to determine effectiveness and aid in the planning of future applications.
o Utilize data records on fire incidents to assist in developing strategies to target areas with high fire incidents.

ADMINISTRATIVE
o Keep detailed records of costs associated with fire management activities including pre-suppression, suppression, post suppression activities, including damage appraisals to determine financial impact of wildfires.
o Inputs reported fire incidents into fire reporting system to include when required a detailed investigation report and associated cost/bills.
o Inputs time worked accurately into ESS.
o Maintain mileage reports for assigned vehicle/engine.
o Maintain personal training records.
o Maintains Wardens records of training and tools issued for Wardens in assigned area.
o Assist in maintaining records for crew members.

OTHER RELATED DUTIES
o Coordinates, conducts and administers fire management activities in their assigned work area.
o Understands and follows established protocols of ICS
o Respond to wildfires as appropriate and act as IC in unified command.
o Give the appropriate attention to wildfires and enter reports into wildfire eporting system.
o Conduct thorough wildfire investigations in accordance with department policy and NWCG guidelines.
o Serve as lead worker for semi-skilled or forest patrolman personnel assigned to designated work area: consulting with supervisor to schedule task and monitor progress.
o Takes appropriate enforcement action when responsible parties causing wildfires are identified.
o Serves as a Commonwealth witness at hearings and trials as required.
o Ensure that staff, wardens and other cooperators are properly equipped with PPE.
o Assist with coordination of staff as necessary to ensure early detection of wildfires.
o Act as the District Federal Excess coordinator, tracking inventory, facilitate transfer of equipment, and facilitate acquisition of needed equipment or materials.
o Progress toward obtaining RXB2, FINV and ICT4 qualification.
o Attends trainings and meetings

OTHER DUTIES
o Assists with State Forest management activities as directed.
o Assists with cooperative forestry activities as directed.
o Monitors and reports insect, disease and other forest pests to the district insect and disease coordinator
o Assists with insect and disease suppression projects as directed.
o Assist other district staff on radio equipment use and communications.
o Assist with other projects and preforms other duties as directed.
