Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for directing the administration of a comprehensive educational services program within the Department of Corrections (DOC) State Correctional Institution (SCI) at Huntingdon.


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

50% Directs the administration of educational programs through subordinate staff. Provides guidance to teachers in the development of course planning. Provides orientation and training to permanent and/or contract staff. Determines staffing needs and participates in the selection process. Develops, revises, and implements policies and procedures regarding the education department. Prepares and submits an annual department budget and manages allocation factors. Conducts monthly department staff meetings. Performs the full range of supervisory duties.

30% Participates in the evaluation of the inmate population to determine program needs. Coordinates the development of the Proposed Education Program (PEP) plan and submits to facility management for review and approval. Verifies the completion of all mandated educational requirements. Reviews and approves or disapproves request to remove inmate students from enrolled classes due to attendance issues, behavioral issues, etc.

10% Oversees the access and storage of educational records. Maintains documentation in accordance with departmental policies and procedures, state and federal regulations, as well as ACA standards.

5% Participates as a causative member on various committees.

5% Performs other related duties as assigned.

ESSENTIAL FUNCTIONS:

1. Exercise therapeutic care, custody, and control over inmates
2. Direct a school within a state correctional facility through subordinate staff
3. Supervise and evaluate the work of subordinate staff
4. Effectively communicate verbally and in writing
5. Review and interpret information
6. Maintain an active Administrative 1 or 2 certification issued by the PA Department
of Education in accordance with assigned work
7. Operate basic office equipment
8. Maintain regular and reliable attendance
9. Establish and maintain effective working relationships
10. Be mobile over all types of physical surfaces and levels
11. Visually observe inmates’ activities
12. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden
quiet)
13. Attend and participate in all mandatory training and/or testing
14. Work overtime as required
15. Travel as required

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

This position works independently and with initiative. This position is given the latitude, within DOC/SCI policy, to make decisions that affect program operations at an assigned facility. An administrative supervisor reviews performance through work results to ensure quality, efficiency, and effectiveness of programming. The administrative supervisor should be consulted to address any unique issues.

Experience:

Administrative 1 or 2 certification issued by the PA Dept of Ed in accordance with assigned work (only required at an SCI that houses school aged youth)
