Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Applies engineering practices and principles to make sound decisions and judgments related to the completion of work assignments. Performs a full range of highway design services for projects of varied complexity. Serves on a design squad and is responsible for preparing and/or reviewing complete sets of plans for highway projects such as roadway reconstruction and/or realignment, drainage, guide rail, traffic control, and erosion and sediment pollution control. Also prepares or reviews portions of the most complex projects involving complicated environmental, economic, and right-of-way constraints. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists with applying engineering practices and principals to perform review of complete engineering designs. Reviews complete engineering design, including plans, specifications, cost estimates, design computations and other supporting data from staff and consultant engineering firms for conformance with project scope and program requirements. Assists and provides professional engineering guidance for agency policies and engineering standards and requirements. Reviews calculations, plans, specifications cost estimates and technical correspondence for overall technical completeness and accuracy. Applies engineering practices and principles to the preparation of complete sets of highway plans, supplemental plans, and project special provision, as required for Plan, Specification, and Estimate packages. Determines applicable design criteria for assigned projects. Prepares and inputs project design data for the field scoping, environmental document, Categorical Exclusion, and/or environmental assessment documents. Schedules scoping field view and design field view. Completes preliminary tasks such as but not limited to completing required fiscal documents, preparing Intent to Enter Letters, requestion survey, researching and/or requestion traffic counts ad truck classification counts, requestion crash histories, researching legal right-of-way information, notification to utility companies, notification of local municipalities and legislators. Establish line and grade and slope lines. Designs stormwater systems and designates proper types of guiderail and end treatments. Prepares and obtains approval for pavement design, safety reviews, and design exceptions. Monitors project cost and recommends next action including preparing documentation to request additional project funding. Coordinates project designs with internal and external agencies such as the Construction Unit and department of Environmental Protection (DEP). Prepares and obtains approval for supplemental plans such as pavement marking and signing, traffic control, erosions and sedimentation pollution control, and traffic signal plans. Prepares construction schedules. Prepares complete sets of right-of-way plans when needed. Responsible for computing construction item quantities and cost estimates and for inputting data into ECMS through the Auto Tab Program. Uses a variety of software systems from project documentation and design to include but not limited to ProjectWise, ECMS, MPMS, URMS, and CEEE. Uses current CADD software as a design toll for the design of projects and plan production as required. Provides guidance and assistance to co-workers concurrently engaged in drafting, detailing, and designing of less complex projects. Also provides guidance to civil engineer trainees (CET’s) as needed. Research and plots deeds; determining the required take location and computing the areas. Represents the District Plans Engineer at public meetings, field views, court proceedings, and design preparation functions as needed. Participated on the District Safety Review Committee. Performs other related work as required. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate the contractor’s operations: - Immediately stop any unsafe actions. - Engage in an ongoing safety dialogue with the contractor’s leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value: - Immediately stop any unsafe actions. - Incorporate safety into all discussions, deliberations, and decisions. - Continuously communicate the safety direction. - Inspire employees to be a MODEL for safety. - Encourage and support safety initiatives and programs by participating and involving your staff. - Recognize safety daily. - Acknowledge EXTRAORDINARY achievements. - Learn and improve through After Action Reviews (AARs). - Enforce accountability. Succession Planning: Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review. Fair Labor Standards Act: Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e., all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |

Independently monitors project costs and initiates action where needed to acquire additional project funding. Independently coordinates project designs with internal and external parties. Work is reviewed while in process or upon completion by a supervisor or manager for completeness, quality, application of accepted engineering principles and techniques and attainment of objectives. |
