Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under the direct supervision of the Aboveground Storage Tank (AST) Section Chief, this position protects the environment from releases of regulated (petroleum and hazardous) substances from aboveground storage tanks by implementing a third-party inspection program.

Description of Duties:

1) If filled as an Environmental Trainee, participates in a twelve-month on-the-job and formal training program to learn the duties of a Solid Waste Specialist. Training is designed to increase the trainee's knowledge, skills, and abilities in tank technology, including tank installation, repair, inspection, and operation as it pertains to the Storage Tank and Spill Prevention Program. Successful completion of the training program results in promotion to Solid Waste Specialist.

2) Assignments and training are designed to develop the employee's technical proficiency in implementing and administering the AST inspection program. Work assignments will increase in complexity and responsibility as the employee gains proficiency in the technical aspects of the AST program. As technical knowledge and abilities develop, responsibilities will expand to include the duties listed below.

3) Participates with regional personnel in follow-up to third-party inspections, as well as site visits to determine compliance with storage tank rules and regulations.

4) Reviews and interprets technical aspects of tank handling and inspection reports submitted by certified installers and inspectors. Communicates, when necessary, with certified installers and inspectors to clarify technical issues pertaining to repair and inspection reports.

5) Assists in developing program guidance, fact sheets, inspector's reference documents, and program policy necessary for continued development and implementation of the Storage Tank and Spill Prevention Program.

6) Provides technical assistance in the operation and maintenance of petroleum and hazardous product AST storage; provides on the job training to DEP staff, facility owners, certified inspectors, the public, and industry representatives; and assists with presentations to staff, the public, certified inspectors, and the regulated community.

7) Assists in tracking records of statewide inspection activities and notifying tank owners of inspection requirements and inspection due dates. Monitors tank compliance with inspection requirements and initiates follow-up actions against recalcitrant tank owners.

8) Reviews certified installers/inspectors reports and registration/permitting forms for adherence to the Storage Tank and Spill Prevention Act and regulations.

9) Identifies certified individuals who fail to adhere to the Storage tank and Spill Prevention Act and applicable regulations for supplemental training or enforcement.

10) Participates in meetings and training sessions with certified inspectors to standardize inspections and reporting activities, and to assure compliance with the Storage Tank and Spill Prevention Act and applicable DEP regulations.

11)Interacts with certified installers and inspectors to improve their knowledge of the rules and regulations promulgated under the Storage Tank and Spill Prevention Act.

l2) Prepares reports, memos, letters, and other correspondence related to the administration of the Storage Tank and Spill Prevention Program.

13) Collects technical compliance information on aboveground storage tanks for dissemination to industry, certified inspectors, and technical staff.

14) Prepares case documentation and provides assistance to staff for enforcement follow-up actions against violators of storage tank rules and regulations. Initiates informal follow-up actions including preparation of violation letters, Notices of Non-Compliance or Notices of Violation to complement regional enforcement efforts, and provides assistance in bringing facilities into compliance.

15) Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

16) Provides testimony as a fact witness in litigation matters related to storage tank system technology and the third-party inspection program.

Work is performed under the direct supervision of the Section Chief and is assigned by the Section Chief through verbal discussions, meetings, or written communication.

Instructions and directions are somewhat specific and relate to the work or objective to be carried out. The employee is encouraged to use independent judgment. As the employee gains experience, the employee will be given increasing latitude regarding specific courses of action to achieve objectives. Work is reviewed for completeness, quality, adherence to department policy, knowledge/enforcement of the regulations, technical correctness, and attainment of objectives.

Work is reviewed through conferences, meetings, and evaluation of work outputs and products.
