Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Monitors and inspects roadside programs and contracted services to include the herbicide program. Meets with contractors, ensures crews have proper equipment, materials and are following safety standards. Monitors and inspects work product and document activities. Monitors inventory and ensure proper storage of all county herbicide material. Responsible for the coordination of paperwork and distribution of material involved with the Adopt-A-Highway Program. Back up to Processing the agreements for any interested group, request signs, ensure that groups are doing their required pick-ups, and maintain files. Acts as backup for collection and retention of perishable crash data (fatalities). Must maintain confidentiality. Conducts investigation of accident sites to access damage; take photos of accident site; document roadway conditions; etc. Enters data into the Pennsylvania Data Integration Facility (PDIF) system. Assist with preparing rental bids and monitoring rented equipment usage. Assists management staff with Systems, Applications, and Products (SAP)/Plant Maintenance functions for the Annual Work Plan, Period Plans, cyclical maintenance activities and the 213 program under direction of management. Runs and reviews SAP reports pertaining to maintenance operations to monitor county’s activities to ensure established goals and objectives are met. Assist with field and stockpile inventory and inspection at stockpiles. Responsible for the receipt, storage, distribution, ordering, inventory and recordkeeping of all stocked items in accordance with department policy. Works with the RPT-2 to order any non-SAP/Supplier Relationship Management (SRM) items, providing detailed information for all items to be purchased. Performs clerical and manual work in the operation of the county storeroom to ensure that the department’s maintenance operations are conducted efficiently and effectively. Monitors inventory levels, based on need, turn-over rate, on-hand quantities, low stock notices, historical usage and planned activities to ensure that items are available when needed. Controls the receipt, storage and issuance of automotive equipment repair parts, accessories, tires, tubes, batteries, oils, greases and all other items related to the storeroom. Monitors inventory usage and dispose of excess inventory. Surplus old or unused property through the submission of properly completed surplus forms to Bureau of Office Services (BOS) and disposing accordingly. Invoice Reconciler/Processor: assures good receipts are input accurately for all items. Researches and resolves any GR (goods receipts)/IR (invoice receipts) discrepancies. Process all non-Purchase Order (PO) Invoices. Reviews invoice tracker for any blocked invoices or discrepancies, researches and corrects any discrepancies. Assists RPT-2 with purchase requisitions, good receipts, transfers, issues and other SAP/CSR (Custom Sourcing Routine)/SRM or other transactions required with the administration of summer and winter materials. Monitors and reviews various SAP/Analysis for Office (AO) reports to include but not limited to the zero usage, commitment, turnover, finance, invoicing, and receiving reports. Maintains county files in relationship to applicable records per records management, records retention and records disposition schedules. Follows proper attendance, call off and leave scheduling procedures, observes start and stop times, breaks and meals periods. Keeps clean, orderly and efficient work area; follows safety policies, procedures and uses protective gear; takes proactive measures to avoid accident/injury; reports injuries and accidents and seeks prompt treatment to minimize further injury risk. Cross trained to back up other RPT-1 to include, but not limited to: Conducts inspections of roads, monitors police reports and media reports for damages to department property due to accidents. Monitors and inspect work performed by independent contractors (tree/stump removal, guiderail, and bridge cleaning) to ensure proper recording of contractor’s time, schedule their work, in an efficient manner; verify completion of work in a timely matter; assure proper safety procedures as defined in the contract are in place on the job site. MSDS coordinator: review, maintain, and update the material data safety sheets for the county. Print and distribute the yearly hazardous substance survey forms. Performs other related duties as required. Additional Essential Functions: Operates forklift, hand tuck or other equipment to move oversized or heavy materials. This position performs in both office and outdoor settings, involving moderate outdoor work and physical activity. During periods of heavy exertion must be able to: Perform work in hazardous situations such as around moving heavy equipment in and around traffic, at heights, on steep grades and slopes, ladders and on uneven surfaces. Must be able to observe and react to hazard warnings, back-up alarms, flashing lights, voice command and hand signals. To withstand exposure to chemical agents, exhaust gases and lubricants, solvents, poisonous plants, animals, insect’s, potential injuries such as bruises, scrapes, cuts, strains and sprains. Work may involve operation of common office machines such as keyboards for data entry, printer’s copier, telephones, I-Phone, calculators, video display and terminals May requires travel to various work sites, facilities and attend field activities within the District and throughout the state. Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, supports the efforts of other employees to meet these objectives. Attends environmental training designated for this working title. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Safety: Assess your environment and be responsible for your safety, the safety of co-workers, and the public. Attend required safety training and adhere to the requirements of all safety manuals, policies and laws. Immediately report to your supervisor any incident, unsafe practice or near miss. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.) know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Fair Labor Standards Act (FLSA): Unless directed by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day. Green Plan Policy: Commit to following the Department's Green Plan Policy (PUB 712) and the associated principles. Failure to comply with Department Green Plan Policy shall be documented in employee's performance review. |
