Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Direct and control all activities and operations related to pavement evaluation and testing, data collection, data entry, and data maintenance performed by and for the Roadway Inventory and Testing (RIT) Unit. Oversee and direct daily operations of three areas within the Unit: 1) the Pavement Evaluation and Testing Area, 2) the RMS Data Base Support and Data Analysis Area, and 3) the Program Management & Quality Control Area. Recommend, design, and implement data collection, data entry, and quality assurance programs as appropriate.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

A. Oversee and guide the operations of the Pavement Evaluation and Testing Area. Monitor and direct the calibration, production, effectiveness, results, budget, and maintenance of all Bureau pavement testing equipment. Ensure pavement testing timeliness, efficiency and accuracy.

B. Oversee and guide the operations of the RMS Data Base Support Area. Direct and control a high level professional and technical staff engaged to support RMS activities. Oversee the planning, organization, scheduling, and prioritization of projects. Oversee the Statewide Location Referencing System (LRS) Quality Assurance (QA) and Quality Control (QC) testing programs, and direct the development and implementation of reporting procedures to identify missing or otherwise inaccurate LRS data.

C. Oversee and guide the operations of the Program Management & Quality Control Area. Monitor and direct the activities for the annual Systematic Techniques to Analyze and Manage Pennsylvania Pavements (STAMPP) program, including the Statewide “Automated Data Collection, Inventory and Analysis of Pavement Distress” (Videologging) program, and the Videologging Quality Assurance (QA) program. Manage the preparation and distribution of an annual “STAMPP QA Report” by November 30th of each year. Oversee all RIT Unit programming and reporting (ACCESS, etc.). Oversee the status and reporting of the LRS QA and QC programs. Prepare and distribute LRS ratings to Engineering Districts and upper management, and annual QA/QC reports by March 31st of each year.


D. As coordinator of the Bureau's Maintenance Allocation responsibilities, assure the timely delivery and accuracy of all data required for the Maintenance Allocation ASHMA formula. Obtain the Governor’s certification for Maintenance Allocation data by May 1st of each year. Coordinate with the Office of General Council on all regulation changes, and serve as an expert witness at Legislative hearings and Committee meetings relating to the ASHMA formula. Manage the engineering analysis of the data, assure that appropriate treatments are determined, and necessary funding (dollar needs) is calculated. Ensure that appropriate results and conclusions are derived. Manage the preparation and distribution of annual State of Maintenance Backlog (SOM-B) dollar needs report by June 1st of each year.

E. Manage the Light Weight Profiling System Calibration Verification and Operator Certification Program. Document, publish, and distribute program procedures and requirements. Oversee and approve the results of calibration verification of equipment, and certification of operators for all PennDOT, vendor, and contractor owned Light Weight Profilers (LWP) engaged in the collection of pavement roughness and profile data for PennDOT.

F. As Roadway Management System (RMS) Administrator, plan, organize, schedule, and control all activities relating to RMS.
1. Chair the RMS Work Group which is the approving authority for RMS related programming tasks and priorities. Schedule bi-monthly Work Group meetings, prepare meeting agenda, record meeting minutes, and monitor follow-up actions.
2. Identify RMS enhancements, manage the preparation, submission and tracking of the development of, enhancements to, and/or upgrades for RMS with the “Azure Devops" System. Provide information for the bi-monthly “RMS Programming Tasks” list, maintain other information necessary to keep the user community informed of system activities. Plan data base maintenance activities, establish performance criteria, and monitor the progress of programming.
3. Direct the RMS related activities of all Engineering District and Central Office RMS Coordinators. Establish job priorities and performance standards, monitor quality and quantity of work, and convene the annual RMS Meeting. Make appropriate and necessary Engineering District visits.
4. Review and approve all RMS supporting technical documentation. Direct the activities related to the issuance, revision, addition, and update of RMS Training Manuals, User Manuals, Procedure Manuals, and various RMS user forms.
5. Direct the publication of the Automated Straight Line Diagram (SLD) Annual Refresh. Prepare printing documents, approve distribution list, establish delivery schedule, and direct supplemental printing as required by March 31.
6. Coordinate the integration of RMS data with other PennDOT computer systems. Represent the bureau on all matters relating to the use and dissemination of RMS data, and provide technical guidance when appropriate.
7. Manage the work performed by consultant contract agreements for RMS related programming projects. Prepare requests for proposals, participate in proposal evaluations and consultant selection, and approve payment for work performed.
8. Manage the statewide Quality Assurance (QA) and Quality Commitment (QC) programs for RMS data. Manage the identification and correction of any and all RMS data anomalies.
9. Direct all training activities related to RMS. Determine training requirements, develop materials, establish schedules, provide instruction and/or instructors, and initiate programs as appropriate.
10. Provide for the security of the Roadway Management System. Establish security requirements, develop security procedures, appoint an RMS Security Administrator, and coordinate with the Bureau of Business Solutions and Services (BBSS) on non-PennDOT access to the RMS system.

G. Manage the Pavement History Data Quality Assurance Program.
1. Manage and maintain the Pavement History Update Policy and Pavement History QA and Verification Processes, including all applicable forms and spreadsheets.
2. Update and maintain annual and quarterly “completed project” reports to provide the Districts with lists of projects that should be tracked in the District Project Tracking sheets, maintained on the PennDOT shared drive.
3. Select projects to be included in the annual Pavement History QA from the District maintained Project Tracking sheets. Schedule District QA meetings according to the Pavement History QA procedure. Prepare Pavement History QA forms for each selected project.
4. Perform QA of District RMS Pavement History data according to the Pavement History QA procedure.
5. Analyze and quantify data on Pavement History QA forms. Summarize the data, and prepare and distribute the annual Pavement History QA report by August 15 of each year.
6. Work with Districts to address pavement history data deficiencies and improve accuracy and completeness of Pavement History data in the RMS.

H. Manage the engineering analysis and functions related to the testing, analysis, and reporting of pavement roughness information, in the form of International Roughness Index (IRI), to upper management, Central Office Bureaus, Engineering Districts, and other BOMO sections. Manage testing programs. Ensure that engineering principles and practices to the analysis and reporting are applied, as IRI data is used for highway system analysis, project programming, maintenance funding, trend analysis, Federal reporting, Engineering District and Central Office Business Plans, and as a measure of customer service to the public.
1. Manage the implementation and maintenance of programs which determine roughness testing needs as part of the New Pavement Testing program, based on RMS Pavement History information. Manage the scheduling of testing by the Pavement Evaluation and Testing Area. Ensure QA procedures are performed, roughness testing schedules are valid and comprehensive, engineering analysis and principles are applied, and that data has integrity and is complete.
2. Manage the preparation of weekly and annual reports, as well as specialized reports as a response to requests from upper management, Central Office Bureaus, Engineering Districts, and other BOMO sections. Determine trends, improvements, needs, etc. from IRI data, and manage the preparation and distribution of an annual “State of Pavement Smoothness Report” by April 30th of each year. Include analysis of New Pavement Testing program in this report. Ensure the proper format and usage of data. Determine conclusions based on the data.
3. Based on information regarding pavement management, pavement deterioration, anticipated construction results, project programs, and other engineering principles, compute projections of IRI data and determine future goals.
4. Ensure the maintenance of all programming related to the compilation, analysis, and reporting of IRI data. Develop and manage related QA programs as required.

I. Act as liaison, technical expert, and source of information regarding RIT Unit programs, services, and products to management, other PennDOT personnel, other agencies, industry representatives, and the general public.
1. Prepare training and demonstration material pertaining to RIT Unit programs, services, and products, such as articles, reports, slides, videos, overheads, handouts, etc. as required for PennDOT personnel, other agencies, and visiting dignitaries.
2. Assist Engineering District personnel with unusual or difficult situations or field conditions, and perform other special investigations as required. Instruct design and maintenance personnel on the proper application of data.
3. Conduct research activities involving RIT Unit programs, services, and products to develop, verify, and implement work standards used in PennDOT Roadway Management Programs. Manage field testing of new procedures and equipment.
4. Manage the development, implementation and administration of new technology and processes.
5. Represent the user community as an advocate for system user friendliness, the functionality of applications, and the continuity of information inquiry. Coordinate with other major computer system owners to promote application and information integration throughout PennDOT.
6. Visit Engineering Districts as necessary to support initiatives, provide information, and solve problems.

J. Follow PennDOT and Bureau policies, expectations, goals, and objectives, report such to the RIT Unit staff, and report the RIT Unit staff’s concerns, needs, and accomplishments to section chief, division chief, and upper management.
1. Maintain good working relationships with Engineering District and County personnel, co-workers, supervisors, vendors, and the general public.
2. Conduct quarterly meetings with RIT Unit supervisors and pertinent subordinates.
3. Distribute necessary information regarding policies, expectations, goals, objectives, etc.
4. Determine staff concerns, needs, and accomplishments.
5. Attend scheduled Pavement Testing and Asset Management (PTAMS) staff meetings. Report concerns, needs and accomplishments of RIT Unit staff. Determine direction, policies, expectations, goals, objectives, etc. of RIT Unit.
6. Schedule and/or attend necessary meetings with other PennDOT personnel and management, or other non-PennDOT personnel, concerning RIT Unit issues, personnel, programs, or concerns, as well as other Division/Bureau issues.
7. Distribute, collect, compile, and monitor the results of Customer Service Surveys that encompass all aspects and functions of the RIT Unit.
8. Participate in at least one training course, session, etc. to learn and/or implement relevant operations, procedures, and/or techniques.
9. Exhibit good work ethics by adhering to all time and attendance policies.
10. Evaluate training needs for all employees and initiate training programs as appropriate.
11. Evaluate employee performance, review and update job descriptions, and complete employee performance ratings; approve/disapprove leave requests, expense accounts, and payrolls; monitor sick leave usage; comp. time spreadsheet, and resolve grievances of subordinates. Fill personnel vacancies by interviewing applicants and recommending qualified candidates.

K. Safety

L. Succession Planning
1. Employees
a. Take an active role in succession planning by completing a Career Development Plan (CDP) in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tactic program/technical knowledge with other employees.
2. Managers/Supervisors
a. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools.
