Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is public safety and managerial work directing, through subordinate Lake Erie Lifeguard Supervisors, the Waterfront Program at Presque Isle State Park to maintain order and to minimize the threat to swimmers and other park patrons from accidents or
drownings along Lake Erie.

An employee in this class directs, through subordinate Lake Erie Lifeguard Supervisors, the activities at all the beach swimming areas along Lake Erie at Presque Isle State Park to maintain order and to minimize the threat to swimmers and other park patrons from accidents and drownings. Work involves planning, scheduling, organizing, implementing, and evaluating the Waterfront Program at Presque Isle State Park including determining program goals, objectives, priorities, standards, guidelines, policies, and procedures. Work includes determining the number of Lake Erie Lifeguards and Supervisors that need to be hired and coordinating the hiring process; determining and preparing orders for needed supplies and equipment; planning, scheduling, and conducting lifesaving, safety, and physical conditioning training, as well as special events such as the Lifeguard Competition, Discover Presque Isle Days, and the Medical Series; conducting daily muster for the employees reviewing assignments and specific issues; preparing the Master Schedule including assignment to specific swimming areas, breaks, days off, and overtime approvals; and preparing payroll documents and resolving payroll problems. Work includes assigning work to subordinates, preparing and signing employee performance evaluation reports, interviewing and recommending employee selections, receiving and resolving employee grievance and complaints, initiating disciplinary action for misconduct by subordinates, assigning or authorizing overtime work, and interpreting rules, regulations, policies, procedures, guidelines, and standards for subordinates. Work is assigned in the form of broad goals and objectives for the Waterfront Program by a Park Manager and the employees exercise considerable freedom, independent judgement, and discretion in developing specific goals and objectives and planning and implementing the program. Work is reviewed through personal observation, conferences, and the review of reports and documents for attainment of program goals and objectives and program quality.

Description of Duties:

Supervises through Lake Erie Lifeguard Supervisors the activities of Lake Erie Lifeguards engaged in patrolling, surveying, and protecting designated swimming areas.

Plans, schedules, organizes, implements, and evaluates the Waterfront Program at Presque Isle State Park including determining program goals, objectives, priorities, standards, guidelines, policies, and procedures.

Determines the number of Lake Erie Lifeguards and Supervisors that need to be hired, works with the administrative staff to prepare the necessary documents to request approval to fill the positions, and coordinates the hiring process.

Determines needed supplies and equipment for the proper operation of the Waterfront Program and works with the administrative staff to prepare necessary documents and obtain the equipment and supplies.

Plans, schedules, and conducts lifesaving, safety, and physical conditioning training, as well as special events such as the Lifeguard Competition, Discover Presque Isle Days, and the Medical Series.

Conducts daily muster for the employees reviewing work assignments, training and conditioning assignments, and specific issues.

Develops the Master Schedule for the Water Safety Program indicating employees scheduled to work, assignment to specific swimming areas, breaks, days off, overtime approvals, and special events and activities.

Prepares the payroll documents for all lifeguard positions indicating days and hours worked, days off, and approved overtime worked; and works with the administrative staff to resolve payroll problems.

Plans, schedules, organizes, and assigns work to subordinates.

Interviews prospective employees and recommends selections or ranks applicants in terms of
preference for employment.

Evaluates employee performance and prepares and signs performance evaluation reports.

Receives grievances and complaints, conducts initial investigation into causes and conditions, and resolves or recommends solutions to grievances and complaints.

Evaluates the training needs of subordinates and trains subordinates or arranges to have the training conducted.

Meets with subordinate supervisors to inform them of changes to rules, regulations, policies, and procedures, guidelines, and standards; and meets with subordinate supervisors to discuss common problems and ensure they are working toward their resolution and to ensure consistency in actions taken.

Investigates complaints involving alleged misconduct by subordinates, determines action taken, how action was taken, action which should have taken place, and how the incident could have been avoided.

Initiates corrective disciplinary action for misconduct by employees and recommends major corrective disciplinary action or dismissal.

Reviews and analyzes activities and incident reports to determine work being performed, program trends, and program effectiveness.

Prepares and submits written reports and documents outlining swimming conditions, activities, and incidents.

Operates a UTV with an EMR assisting, and operates a motor vehicle to travel to various work sites.

Inspects swimming areas to assure they are safe for public use.

Maintains lifeguard and supervisor training logs and assures that each lifeguard and supervisor is physically capable of performing the demanding task of rescuing an adult person from the water.

Completes performance evaluation reports for Lake Erie Lifeguard Supervisors.

Interprets Bureau of State Park’s rules and regulations.

Collects water samples as required and transports to laboratory. Assists in updating the Presque Isle State Park Lifeguard Manual.

Performs related work as required.

Knowledge of accepted lifesaving methods and techniques used in
rough waters.

Knowledge of water safety practices relating to rough waters.

Knowledge of first aid, artificial respiration, and cardiopulmonary resuscitation (CPR) including adult, infant, and child CPR methods and techniques.

Knowledge of the Department of Environmental Resources' and the Bureau of State Parks' rules, regulations, policies, and procedures governing swimming areas.

Knowledge of the equipment used to recover the bodies of drowning victims.

Skill in the supervision of employees.

Ability to recognize when swimmers are in distress or need assistance and to use accepted lifesaving methods and techniques to rescue them.

Ability to administer first aid, artificial respiration, and cardiopulmonary resuscitation (CPR) including adult, infant, and child CPR to injured park visitors.

Ability to swim proficiently to rescue swimmers in distress and to ensure personal safety while in the water.

Ability to plan, schedule, organize, and assign work to subordinates.

Ability to interview prospective employees and recommend selections or rank applicants in terms of preference for employment.

Ability to evaluate employee performance and to prepare performance evaluation reports.

Ability to demonstrate proper methods and techniques for performing the work to subordinates.

Ability to interpret assignments, rules, regulations, policies, procedures, guidelines, and standards for subordinates.

Ability to plan, schedule, develop, implement, direct, and evaluate the Waterfront Program.

Ability to develop, recommend, implement, and evaluate Waterfront Program goals, objectives, priorities, rules, regulations, policies, procedures, guidelines, and standards.

Ability to plan, schedule, direct, and evaluate special activities such as the Lifeguard Competition, Discover Presque Isle Days, the Medical Series, and EMR trainings/meeting/skill work.

Ability to plan, schedule, direct, and evaluate training programs and workshops for subordinates to review and discuss water safety and life saving methods and techniques as well as physical conditioning.

Ability to react quickly and calmly during emergency situations and while rescuing swimmers in distress.

Ability to read and write English to permit reading and interpreting rules, regulations, policies, and procedures and preparing written swimming reports and documents.

Ability to obtain compliance with Bureau of State Parks swimming rules, regulations, policies and procedures.

Ability to establish and maintain effective working relationships with coworkers, superiors, and the public.

Ability to concentrate on observing and monitoring swimmers from extended periods of time.

Possession of sufficient physical strength and stamina to ensure personal safety in the water, while rescuing swimmers in distress, and administering first aid, artificial respiration, and cardiopulmonary resuscitation (CPR) including adult, infant, and child CPR to injured park visitors.

Experience:

Two seasons of experience as a Lake Erie Lifeguard Supervisor;

or

Four seasons of experience as a Lake Erie Lifeguard;

or

Any combination of experience and training which affords the applicant the required knowledge and abilities.
