This position delivers complex IT financial management services to support six major organizations within the Employment, Banking and Revenue Delivery Center (EBR DC), including EBR IT, the Department of Labor and Industry (DLI), the Department of Revenue (DOR), the Department of State (DOS), the Pennsylvania Insurance Department (PID), and the Department of Banking and Securities (DoBS). This position supports the needs of an extensive range of complex IT functions, including Application Delivery; Cross Application Integration; Architecture, Data Management & Analytics; Project and Strategy Management; Service Management; Network/Compute; and Information Security. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Collects, examines, and summarizes IT fiscal information to determine information technology budget requirements (including IT projects) during Commonwealth of Pennsylvania’s (COPA) initial budget and rebudget cycles. Applies advanced knowledge of state and federal funding sources and regulations to prepare and assist in justifying EBR-DC agency IT budget requests, legislative hearing materials, and rebudget submissions. 2. Prepares and analyzes IT financial reports that reflect assets, liabilities, reserves, fund balances, revenue and receipts, appropriations, commitments, expenditures, or other financial obligations for the purposes of providing recommendations on the use of funds and maintaining budgetary controls. 3. Creates, develops, monitors, and interprets IT spending plans and other projections for the use and availability of funds in compliance with statutes, policies, or other fiscal controls. 4. Leads the review, approval, and reconciliation of IT invoices to ensure accuracy, compliance with fiscal standards, and timely vendor payment. 5. Monitors and determines when IT funding changes are required for commitments/purchase orders and partners with fiscal offices to recommend and coordinate adjustments that maintain accurate financial alignment and effective IT resource allocation. 6. Studies, creates, develops, and standardizes IT work methods and procedures, including current best approaches (CBAs), quality‑control checklists, and training guides, to improve operational consistency, strengthen accuracy, and efficiency. 7. Reviews, evaluates, and contributes to the development of organizational IT financial management policies, including evaluating existing policies, identifying gaps, ensuring compliance, and helping create or revise policies so they are clear, effective, and aligned with organizational goals. 8. Serves as a senior IT financial management subject matter expert for key committees and project teams, such as EBR‑DC RFx committees and new IT initiative teams, to provide informed financial guidance that strengthens decision‑making, ensures fiscal accountability, and aligns technology investments with organizational strategy. 9. Creates and develops advanced data‑driven presentations that communicate IT budget requests, spending plans, and cost‑savings outcomes to support leadership decision‑making and promote financial transparency. 10. Leads meetings by developing structured agendas, coordinating schedules, presenting IT financial management materials, and communicating IT policies and procedures to stakeholders in a clear and actionable manner. 11. Leads collaboration with EBR-IT leadership, TSO (Technical Services Office), ISO (Information Security Office), Governor's Budget Office and EBR-agency representatives (executives, financial and procurement staff) to obtain and provide IT financial management information, evaluate impacts, projections, and/or develop recommendations. 12. Leads the fiscal review and processing of EBR‑DC Enterprise Data Center (EDC) solution proposals, including cost coding validation, spending plan updates, approval coordination, inventory tracking, and status reporting to IT leadership. 13. Assists with the collection and examination of fiscal information required for Governmental Accounting Standards Board (GASB) requests, ensuring the organization meets mandated accounting and financial reporting standards under Generally Accepted Accounting Principles (GAAP) and maintains transparency, accuracy, and compliance. 14. Develops, recommends, and/or conducts training on various IT financial management subjects, including but not limited to: IT financial management policies/procedures (including current best approaches), SAP, Business Warehouse, SRM, and Analysis for Office. 15. Understands, adheres to, and contributes to; established service and knowledge management processes and procedures, and digital accessibility regulations and standards. 16. Performs other related duties as required. |

Example: In response to customer inquiries regarding IT funding availability, the incumbent researches applicable funding sources, evaluates options, prepares a concise summary of results, and provides timely, diplomatic, and professional responses to customers, including follow up questions. Decisions involving unique, unprecedented, or highly complex IT financial issues are referred to the supervisor for review and final determination. |
