Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as an assistant to the County Maintenance Manager and is responsible for all maintenance activities occurring in an assigned area of the County Maintenance Organization.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Prepares plans and estimates for a variety of work operations such as paving, surface treatment, widening, construction, patching, small bridge maintenance, guide rail, signing, shoulder cutting, crack and joint sealing, and snow removal. Provides recommendations for allocation of equipment, manpower, and materials to accomplish program goals and ensure customer satisfaction with business results.

Participates in coordinating work assignments and promotes effective communication. Works to improve labor and customer relations. Checks field work in progress and upon completion for policy, procedure, quality and plan conformance, and prepares or approves performance records. Meets with union representatives, employees, local groups, officials, and property owners to explain operations, resolve problems, and foster cooperative working relationships.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Determines appropriate maintenance functions to perform for an assigned region of the county maintenance organization through evaluation of highway condition, ability to negotiate for available workforce and equipment resources, and identify critical needs for the region. Evaluates the effectiveness of subordinate foremen in carrying out planned activities and take corrective action where necessary to ensure objectives are met. Supervision is received from the County Manager and considerable latitude is allowed in planning and carrying out work programs. Work is reviewed for attainment of highway maintenance program objectives.

Essential Functions

 1. Supervise all highway maintenance activities for assigned area within the county maintenance organization.
 2. Read, write, and speak clearly.
 3. Communicate effectively by oral, written, and electronic means.
 4. Use standard office equipment and software.
 5. Maneuver safely around moving traffic and construction equipment.
 6. React immediately to hazard warning devices, such as signs, sirens, and alarms. .
 7. Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Data Sheet (SDS) limits.
 8. Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, and climb; lift and carry up to 50 pounds. Withstand periods of heavy exertion.
 9. Travel to work sites to oversee maintenance operations; travel to various locations for meetings and trainings.
 10. Use required personal protective equipment and be responsible for its care, storage, and maintenance.
