Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The duties and responsibilities of this position are in the areas which are governed by the Solid Waste Management Act and the Department’s Regulations, including, but not limited to, Act 97, Act 101, Act 93, Title 25, and Title 35. If the position is filled as an Environmental Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Solid Waste Specialist. If the position is filled as a Solid Waste Specialist, the incumbent will perform a variety of duties within an assigned geographical area of the Commonwealth involving the regulation of the facilities to ensure compliance with the Commonwealth's Rules and Regulations, permits and environmental laws. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Employee will perform a variety of duties within an assigned geographical area of the Commonwealth involving the regulation of the facilities to ensure compliance with the Commonwealth's Rules and Regulations, permits and environmental laws. I. General Duties and Responsibilities 1. Enforce solid waste rules and regulations relative to the generation, transportation treatment, storage, processing, and disposal of solid waste. 2. Investigate complaints relative to solid waste management and initiate enforcement actions where appropriate to resolve violations. 3. Inform local government officials of inspection activities, enforcement actions, and remedial actions regarding all areas of solid waste management. 4. Review permit applications and plans to determine if the proposed operational plans meet the requirements of the Department’s rules and regulations. 5. Collect samples of various media and wastes to establish compliance status. Review and interpret analytical results relative to assessment of environmental standards and compliance status. 6. Coordinate joint inspections with other Departmental Programs. 7. Input municipal and residual waste inspection, compliance and monitoring activities on the eFACTS system. 8. Issue field compliance orders when conditions constitute an existing or potential danger to the public health, and safety, or may cause significant environmental degradation. 9. Assist in criminal and civil investigations relative to the generation, transportation, treatment, storage, disposal, and processing of solid waste. 10. Serve as an expert and material witness before the Environmental Hearing Board, Commonwealth Court, and U.S. District Courts of Law on environmental matters. 11. Maintain a working knowledge of equipment, instruments, and procedures in order to meet OSHA, EPA, and Departmental regulations relative to hazardous materials training. 12. Complete mandatory training requirements relative to personal protection and safety and emergency response. 13. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. II. Hazardous Waste Management 1. Complete the requirements of the program plan of inspections and investigations to meet minimum EPA requirements to satisfy qualifications for funding by EPA. 2. Conduct inspections of hazardous waste generators, transporters, treatment, storage and disposal facilities to insure that the facilities are operated in compliance with state and federal standards, and ascertain whether such facilities pose a threat to the environment or to the community in which they are located. 3. Meet with representatives of industry to discuss violations of applicable state rules and regulations and to develop programs of remedial action to rectify violations of state law. 4. Provide advice and direction to the regulated community in regard to method of reducing the amount of waste generated by alternative waste exchanges, resource recovery, and recycling. 5. Maintain expertise relative to new technical developments in the field of hazardous waste management and regulation. 6. Provide direction to responsible parties to conduct planned removal and planned remedial actions at active and uncontrolled hazardous waste sites, to ensure compliance with Act 97. III. Residual Waste Management 1. Inspect residual waste generator, processing, storage or disposal facilities to insure compliance with the rules and regulations of the Department. 2. Advise industries in regard to reducing amount of waste generated, recycling and alternative disposal methods in order to increase the efficiency of the industry. 3. Provide guidance to industries in obtaining approved disposal methods and sites. 3. Advise and coordinate with other agencies on the waste management aspects of permits issued by those agencies. IV. Municipal Waste Management 1. Inspect municipal waste disposal, transfer and processing facilities to insure compliance with the rules and regulations of the Department. 2. Coordinate joint inspections with host municipal inspectors. 3. Review facility plans and proposals and provide advice on preventing potential future environmental problems. V. Infectious and Pathological Waste Management 1. Inspect infectious and pathological waste generator, processing, incinerator, and disposal facilities to insure compliance with Act 93 of 1988. 2. Enforce solid waste rules and regulations relative to storage and disposal of medical waste to minimize adverse environmental and public health impacts. VI. Emergency Response Event Management 1. Work with the Emergency Response Coordinator and the Environmental Response Team in responding to environmental emergencies related to solid and hazardous waste releases. 2. Advise local officials and emergency management personnel on appropriate responses relative to the seriousness of emergency situations. 3. Coordinate with responsible parties and EPA on removal of oil and hazardous contaminated materials. 4. Advise local officials on proper clean-up procedures for removal actions. 5. Coordinate with consultants and other technical personnel on clean-up procedures, proper disposal and degree of decontamination materials. 6. Authorize transportation of removed contaminated materials by unlicensed transporters in emergency situations. VII. Miscellaneous Operate a motor vehicle to travel to various field sites. Promotes the Department's mission. Employee performance is reviewed under the Commonwealth’s EPR system, with a review occurring at least semi-annually. |
