Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Manages the daily operations of SCI-Forest Inmate Accounting Department and the Inmate General Welfare Fund in accordance with DOC policies, management directives, rules, regulations, local policies and generally accepted accounting principles and practices. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Supervises one (1) Accounting Technician and two (2) Accounting Assistants by directing, planning and controlling the work force; conducts the full range of duties applicable to the DOC Employee Evaluation System enforces DOC leave and absenteeism policies and disciplines and recommends job applicants for employment. 2. Provides job training to ensure staff are knowledgeable about work assignments and develops local policy to maximize efficiency and continuity. 3. Records and processes payment of all IGWF invoices and inmate cash slips; records, prepares and mails checks; requests IGWF reverse cash drawdowns; processes inmate payrolls and adjustments; maintains inmate account records; deposits monies received; prepares inmate accounts for transfer, parole or release; deducts inmate monies for repayment of court ordered debts as directed by Victims Compensation Fund and Act 84; deducts inmate generated court costs and manages escheat and escrow accounts. 4. Manages accounts payable (IGWF and inmate activities) ensuring just debts are paid and discounts taken; performs monthly inmate activities checking account and petty cash reconciliation, if applicable; ensures the fiscal propriety of all documents submitted for payment and records all transactions using the automated Gravity accounting system. 5. Designs, analyzes and controls financial data and reporting systems; ensures internal controls are in place to safeguard assets and provides data, schedules, monthly financial statements and reports in usable format and timely fashion. 6. Resolves and responds to inmate requests and grievances received. 7. Ensures work area is clean and prepares work orders when required. 8. Performs other related duties as assigned.
