Provide state leadership to secondary and postsecondary administrators to promote, plan, develop, and improve career and technical education programs and services as required in the federal Perkins V regulation. In completing the assigned tasks, the federal funds allocated to Pennsylvania will be used to meet the intention of the law. Assure a skilled workforce through quality career and technical education (CTE). |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Serves as the Department's Perkins Coordinator to lead and direct the federal Perkins V regulation. Functions independently as the lead worker to provide leadership, coordination, and direction to those Local Education Agencies (LEAs) to comply and operate the federal Perkins funded programs. Evaluates and interprets federal laws and state guidelines to provide technical assistance regarding allowable expenditures, the state budget procedures, Uniform Grant Guidance and EDGAR regulations. Verifies performance and financial reports regarding career guidance materials, school admissions policies, and equal access. Directs and conducts on-site/virtual Perkins Local Application performance reviews at LEAs, community colleges, technical, and postsecondary institutions. Submits completed on-site/virtual review reports to management which include the LEAs' performance improvement plans. Monitor assigned LEAs to ensure they meet state standards, expenditures and inventory. Conducts interviews with professional staff, verification of job descriptions with coordinating time records, and other related documentation. Reviews IEPs and/or transition plans as they pertain to career and technical education. Consults and coordinates on-site/virtual follow-up visits with LEAs for technical assistance on performance reviews, program improvement including current research, references to agencies, and resources such as tutoring, program audits, and assisting schools to implement best practices. Approves Perkins Local Applications in order for federal Perkins recipients to receive funds. Processes, modifies, and amends applications to bring programs into compliance. Plans and coordinates regional, state and site-based technical assistance workshops to meet LEAs needs and coordinates with the Professional Development Center and/or the Bureau’s program specialists. Networks with organizations such as Career-Link offices, PATTAN, and other regional businesses and/or industries. Monitors the purchase of supplies, equipment, and other uses of Perkins funds to ensure appropriate use of the funds according to the intent of the law. Approves and analyzes annual year-end performance reports of Perkins Local Applications submitted to PDE in accordance with federal regulations. Approves and signs year-end budget revisions from LEAs that need to amend and justify changes from their original approved budgets and/or grant. Write and/or evaluate grant proposals to develop, improve or expand career and technical education programs submitted by local educational agencies. Interprets state and Perkins policies and guidelines for career and technical education programs for the region and makes recommendations to schools to meet the program standards in written on-site reports, e-mails, or one-on-one conversations. Also, enforces the requirements of Perkins to ensure schools utilize the Comprehensive Local Needs Assessment Stakeholders' Committee and partnership with the local Workforce Development Board (WDB). Gather documentation from the Bureau chief, division managers, fiscal managers, and other team members for the mandatory State Perkins Assurance files. Coordinates regional workforce investment activities with local and state educational initiatives to assist students entering the job market or postsecondary programs. Assists with the revision of grant guidelines, performance reports, and other Perkins documents. Provides leadership by presenting workshops and training sessions on the Perkins law and new operational procedures that schools need to implement. Responsible for the development and enhancement of specialized career and technical education programs funded through the federal government in conjunction with all applicable state and local education agencies. Participates in projects assigned by the bureau director and each division manager. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. The incumbent, working with local program administrators, provides statewide leadership on how best to use the federal funds to meet the intent of the law; addresses the needs of the students, teachers, and administrators; approves the local applications and annual performance reports prepared by local education personnel via the e-Grant system. The incumbent reports to the division manager through one-on-one conversations, daily summaries, and weekly division meetings. Responsible for the creation, development, implementation and monitoring of all secondary and postsecondary performance improvement activities. |
