Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as the Director of PSERS' Bureau of Information Technology in the Office of Information Technology and is responsible for planning, organizing, and directing information technology personnel and resources in support of the organization’s programs. This work may include planning, coordinating, administering, implementing, and supporting the infrastructure, network, databases, servers, end points, application development, and the administration and operations of all information technology systems within PSERS. This position directs and oversees the Business Applications Division, and the Infrastructure and Technical Services Division. This position also assists PSERS' Chief Information Officer in the development and enforcement of Office of Administration and PSERS' information technology policies and participates with agency managers and executives on the agency's governance processes and strategic planning efforts.

Description of Duties:

Reviews and approves the assignment of work to the bureau, establishes priorities, provides assessment standards, monitors work status, and remediates work efforts as required to ensure proper utilization of resources in support of organizational needs. *

Coordinates the provision and services of information technology environments provided to PSERS by any Commonwealth entity and any external vendors under contract to deliver information technology environments and/or services. *

Directs the delivery of consultative and technical support services in the planning, design, specification, implementation, deployment, operation, maintenance, support, and troubleshooting of PSERS’ network infrastructure, servers, databases, endpoints, custom applications, commercial-off-the-shelf products, and associated integration points. *

Conducts meetings with bureau staff to review projects for feasibility and compliance with objectives and to assure that the required technology is implemented within the timeframe required. *

Advises PSERS’ Chief Information Officer on information technology strategies. *

Ensures that all PSERS’ hardware and software, including licenses and maintenance contracts, are kept current and able to support agency operations and initiatives. *

Ensures that PSERS’ information technology resources are available to meet normal operational demands and ensures that disaster recovery plans are in place and tested. *

Ensures that PSERS’ information technology resources are secure by coordinating with the PSERS Chief Information Security Officer and identifying the need for security policies and procedures, participating in the development of those policies, and implementing and enforcing those policies. Ensures that PSERS is compliant with all PSERS and OA/OIT information technology policies. *

Supports PSERS’ Chief Information Officer in the planning of the fiscal year budget details for information technology resource acquisitions within defined area of responsibilities along with support in directing and administering fiscal resources to provide the agency with responsive systems consistent with objectives and funding levels. *

Prepares and presents formal reports proposing hardware and software acquisitions and supports the Chief Information Officer in the presentation of such to executive-level management to communicate the results of feasibility studies and associated cost projections, as well as provide technical expertise about the new product acquisition. *

Directs and plans the training of subordinate staff to ensure they are kept abreast of changes and new technologies in the industry. *

Performs the full range of supervisory duties as well as other duties as required and assigned.

This position is identified as essential level 1. As such, the incumbent may be required to report at work when there is a declaration of an office closing, emergency, or disaster. This position has a high level of decision-making responsibility for the agency and/or the incumbent’s assigned area and may be involved in discussions during an office closing, emergency, or disaster to determine whether any critical business functions must continue at the time of the declaration. Therefore, this position must be available or reachable by telephone twenty-four hours a day, seven days a week. *
