Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The position works under the general supervision of the Administrative Officer 2. The position is responsible for the receipt, storage, and distribution of federal surplus property. The position performs various clerical and manual duties in the verification of documents and materials involved with incoming and outgoing shipments. Plans and coordinates assigned operations in a manner that meets the goals and objectives of the Federal Surplus Property Program. Assignments are performed with some general instruction, but incumbent independently applies proper warehousing methods. Work is performed with considerable independent action subject to a review of methods, productivity, and adherence to existing laws, regulations, policies, and procedures.
This position is considered an Essential Employee.


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Responsible for recording, storing, and distributing federal surplus property. Knowledgeable in operating and maintaining various types of equipment for retrieving, loading, unloading, and delivering requested materials. Required to assist at the other warehouse locations as directed, and on an as-needed basis.

Operates forklift and pallet jack to retrieve, relocate, load, and unload incoming and outgoing materials. Required to be familiar with location of items, warehouse methods, and procedures to expedite the processing of materials in an effective and efficient manner.

Examines and verifies incoming and outgoing shipments to ensure materials are concurrent with related documents. Inspects quality and quantity, makes proper entries or notations on related documents, and corrects problem prior to packing and shipping.

Assists Administrative Officer 2 in utilizing various research methodologies to determine applicable surplus property service charges. Assigns service charges to property by accurately entering information into the Federal Surplus inventory management system - PASS

Records property received through the online Federal Surplus inventory management system – PASS to include item photographs, descriptions and barcoding labels. Uses a camera and personal computer to photograph property, edit photographs, download, and rename for storage in the inventory management system.

Maintains stocked items in an orderly fashion and in satisfactory condition. Ensures work area is organized, accessible, presentable and up-to-code with safety regulations. Informs supervisor of unacceptable quality, damage, or any discrepancies associated with materials, pallets, packing supplies, or equipment. Maintains sufficient stock of packing materials.

Completes safety checks and inspections on equipment prior to operation. Maintains and performs daily preventative maintenance, minor repairs, and reports on all equipment. Informs supervisor of any required maintenance to ensure equipment is in adequate operating condition. Assists mechanic during major repairs.

Participates in various warehouse functions when not operating equipment and vehicles. These assignments include, but are not limited to, physical inventory, re-palletizing and manual labor. Supervisor provides instructions clearly outlining the project scope and expected time of completion.

Answers phone and provides information. Assists customers with the availability of property, processes, store hours, and other pertinent information. Places hold tags on items and ensures appropriate screening timeframe is adhered to. Provides information regarding our Bureau Programs and forwards to appropriate individual. Assists Bureau Director in establishing and maintaining cooperative working relationships with other government agencies and general public.

Works in accordance with departmental and bureau safety rules and regulations. Informs supervisor of safety hazards and suggests new safety procedures.

Performs other related duties as required.

Essential Functions
