Position Purpose:

The Air Quality Program Specialist in this position will serve in the Regulatory Development and Training Section in the Bureau of Air Quality. This position is responsible for developing rulemakings and State Implementation Plans (SIPS) in accordance with all applicable state and federal laws, and Department and Commonwealth procedures. The employee will also be responsible for developing and coordinating technical training for Bureau and Regional Air Quality staff.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Develop rulemaking documents, regulatory analysis forms, technical analyses and comment/response documents in consultation with other technical staff and counsel to ensure conformance with Commonwealth policy and procedures.

Conduct comprehensive review of regulation and policy documents as required to ensure clarity, completeness, accuracy and conformance with applicable policies and procedures.

Develop and assist other Air Quality staff in the development and processing of policy and guidance related to implementation of regulatory requirements in accordance with applicable federal and state law and Commonwealth policies and procedures.

Prepare letters, memoranda, reports and guidance, and make oral presentations to exchange information with technical and regional staff, industry, government officials and the public.

Review background research for regulation development including analysis of emission reduction potential, cost and other relevant factors. Information collected will be presented to management for concurrence.

Develop or coordinate the development of information regarding the technical feasibility of regulatory strategies necessary to meet Air Pollution Control Act (APCA) and Clean Air Act (CAA) requirements.

Conduct analysis of potential regulatory strategies necessary to implement the provisions of the CAA and APCA.

Participate in trainings and meetings, occasionally traveling as required, to maintain necessary knowledge, skills and abilities needed to perform assigned duties. Assist in scheduling training for technical staff.

Plan and schedule technical training for Bureau and Regional staff to develop skills and expertise in performing the duties of the Department’s Air Program.

Work closely with EPA, the Mid-Atlantic Air Management Association (MARAMA) and other multi-state non-government organizations (NGOs) to coordinate the scheduling and possible funding of training.

Participate in continuous improvement projects to recommend and implement program or operational improvement opportunities.

Input appropriate data in a prescribed format to meet data quality standards set forth by guidance, training and policy across all of DEP’s electronic data systems to include ensuring accuracy and completeness of entries and, where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

The Air Quality Program Specialist in this position will make decisions about schedules for meeting DEP regulatory deadlines, formatting of proposed and final rulemakings, regulatory analysis forms and other regulatory package material to assure that the rulemaking packages are developed in accordance with all applicable state and federal law and Department procedures. The AQPS will report to the EGM when necessary to seek additional instructions and guidance. Decisions that impact other sections, divisions, the Bureau and the Department are discussed with and approved by the EGM, Assistant Bureau Director and Bureau Director.
