Position Purpose:

This position provides paraprofessional support within the Human Resources Department to ensure its operations are conducted efficiently and effectively. This position supports both SCI Huntingdon and SCI Smithfield.

Description of Duties:

This position is responsible for the following program areas:

Employee Performance Review and Position Descriptions program to include maintaining/reviewing position descriptions, performance standards, and essential functions for SCI Huntingdon and SCI Smithfield to ensure timely completion; providing guidance and direction to supervisors/managers in accordance with policy; researching policy and procedures to address concerns and manage the program; ensuring there is an updated position description completed when performance reviews are due; monitoring and tracking probationary, interim, and annual employee performance reviews (EPRs) of all employees to ensure timely completion and accuracy; generating lists of performance evaluations due each month, notifying the supervisor/reviewing officer, Deputy, and following up to ensure timely submission of evaluation; identifying training needs and notifies the FHRO; completing annual EPR Timeliness Survey and providing it to the FHRO; and recommending changes/improvements to the program in order to reach maximum compliance.

Responsible for the Official Personnel Files (OPFs) program to include uploading new employee information into the e-OPF on a regular basis and continues to upload documents required for retention in the OPF for subsequent years of employment, and purging documents in the e-OPF in accordance with record retention policies.

Work with hiring managers when a position is known to become vacant. Discuss posting options and update position descriptions to accurate reflect duties.

Recruitment and Placement:
Serves as the main point of contact for Recruitment and Placement activities conducted by the Talent Acquisition unit. Works with assigned Talent Acquisition analyst for creative solutions on hard to fill jobs. Ensures interviews are scheduled and processed timely.

May participate as a member of institutional interview team ensuring that all interviews are conducted properly and all positions are filled in accordance with the applicable collective bargaining agreements, OA/Merit System Rules, Personnel Rules, and Management Directives. Schedule interviews, medicals, prepare interview packets and gate notices, initiate a meeting invite for interview panel. Do reference checks if applicable and convey information back to hiring manager and involve FHRO when a negative reference check is received. New Employee Orientation- provide orientation to newly appointed or transferred employees in the area of responsibility listed on the New Employee Orientation Checklist in accordance with current policies, procedures, Management Directives, and pertinent labor contracts, worker's compensation, direct deposits, etc. Ensures employees are provided with the HR Service Center contact information and Benefits Highlights & Contact information for enrollment in benefits.

Responsible for the ACA program for HR standards which includes in excess of 60 standards for the HR Office to include reviewing and researching the standards, determining where data can be obtained and gathering applicable documentation to support the standards, identifying appropriate data through knowledge of all aspects of the HR office and research of the standards, recommending improvements in the HR office in order to obtain a higher level of compliance, communicating with a variety of staff within the facilities to obtain supporting documentation, and resolving issues when standards are found to be deficient which involves additional research. This work is performed throughout the year in order to insure compliance on an annual basis and insuring that documentation is available for the audits.

Serves as College Intern Coordinator. Receives calls from college students interested in doing internships. Provide the necessary paperwork to the students to obtain information needed to have a background check completed. Establish who will be their supervisor in the department they requested to work. Schedule their start date and orientation.

Responsible for reporting functions to include creating and modifying Access reports, tables, and queries primarily using IRIS tables; uploading data from other formats to create and/or modify queries and report; researching the results to determine where issues are and researching those individual records to further identify the problem; reviewing the data to insure it meets the need of the requestor; and recommending the appropriate course of action to resolve the issue. Examples of reports would include various types of leave that require follow up to ensure text was included, temporary work out of classification reports to audit for errors, seniority information, etc. This report may be in support of the time advisor or other HR staff as well as the FHRO.

Serve as Get Healthy Benefits Coordinator at SCI Huntingdon/Smithfield. Provides employees with related wellness screening information. Coordinates and facilitates the health and wellness onsite events. Provides direction to employees on how to print off the Physician's Result form to take to their doctor.

Assist in entering EPARS for a variety of HR transactions to include -promotion, demotion, reassignment, separations, etc.

COT Coordinator for both facilities to ensure interviews are scheduled, rooms reserved, panels are notified and provided with appropriate paperwork, reviews documents at interviews to ensure it's completion and provides results to COT Coordinator in Central Office.

Labor Management – Back-Up for taking monthly minutes for labor management meetings – PSCOA, AFSCME, CIVEA, FOSCEP, OPEIU, PSSU and SEIU. Record, type and disburse official meeting minutes to appropriate individuals. Assist in putting grievance and WJAC packets together.


Miscellaneous duties also performed include:
--Takes minutes a variety of meetings.
-Handles phone calls, visitors and employee inquiries.
-Maintains lists of staff on SPF and military leave and provides updates to the Superintendents on a regular basis.
-Types memos, reports, letters, as directed by the FHRO and other HR staff.
- Assist other HR staff if needed.
-Attends required training each year.

Performs other related duties as assigned.
