Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Plans, organizes, directs and coordinates a program of building maintenance, grounds keeping, security, heating and utility plant operations. Directs all building, electrical, and mechanical maintenance, assigns all work to proper Facility Maintenance Manager, Utility Plant Supervisor, and Facility Safety Manager. Ensures that work assigned is carried out by appropriate Tradesmen, Labor Foremen, Maintenance Repairmen, and inmate work crews. Reviews all work for adherence to plans, specifications, and technical standards. Ensures that the proper care and custody of inmate workers is adhered to throughout the workday and that their needs are appropriately addressed. Oversees the inmate clerk and draftsman assigned to the Maintenance Department. Directs the operations of steam heating and utility plants through the review of logs, charts and reports, and directs the change in the heating and utility plant operations. Directs the supervision of grounds keeping and road maintenance. Prepares preliminary sketches for maintenance and construction projects. Estimates budget requests for maintenance, new construction projects and nonrecurring maintenance projects by researching present and future requirements. Prepares fixed asset requests according to the needs of the Physical Plant and Maintenance Department. Approves purchase documents for and controls the issuance of equipment, supplies and materials to be used in building maintenance and plant operations activities, and to maintain an adequate inventory of supplies and equipment. Coordinates construction and maintenance projects with consulting staff. Attends job conference on construction projects and reviews completed work for adherence to specification and design. Assists in an advisory capacity to the Superintendent and carries out program and directions issued from his office. Initiates and enforces any and all programs involving security, inmate treatment, inmate assignments, etc., as directed by the Deputy Superintendents. Instructs and directs procedures in safety and fire prevention. Conducts weekly supervisory meetings to ensure staff’s knowledge of Institutional policies, procedures and that they receive a minimum of 40 hours of training each year, including all mandatories. Instructs supervisors directly under the employee as to the requirements of the position so as to facilitate their performance of these duties in the employee’s absence. Serves as Maintenance Duty Officer every fourth week and is required to stay within paging distance (50 miles radius) and/or within reasonable telephone response time during off-duty hours to assist the Shift Commander in making maintenance related decisions. Serves as Superintendent’s appointee to the local highway construction committee. Performs other work as required or assigned. ESSENTIAL FUNCTIONS: 1. Supervise, evaluate, and direct the work of subordinate staff 4. Reach, bend, stoop, pull, push, kneel, lift, climb, and grasp 5. Spend prolonged periods of time standing or walking 6. Spend prolonged periods of time working indoors as well as outdoors in all weather conditions 7. Effectively communicate verbally and in writing 8. Maintain regular and reliable attendance 9. Work mandatory overtime, with little or no advance notice, whether on or off duty at the time of notification 10. Use and maintain various equipment and tools used in facility maintenance 11. Operate basic office equipment 12. Properly wear all portions of assigned uniform 13. Establish and maintain effective working relationships 14. Visually observe inmates’ activities 15. Be mobile over all types of physical surfaces and levels 16. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet) 17. Attend and participate in all mandatory training and/or testing 18. Travel as required |
