Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Applies sound engineering practices and principles while managing a staff of engineers and technicians whose responsibility is to ensure that contractors and consultants comply with PENNDOT plans, specifications and quality standards. Coordinates and communicates with engineers and technicians from PENNDOT, FHWA, environmental agencies, Pennsylvania Turnpike and other business partners. Utilizes engineering knowledge to conduct research; prepare technical forecasts; determine systematic processing; develop mathematical calculations; interpret scientific notations; resolve issues; and identify new technologies to utilize throughout a project. Familiar with all phases of highway engineering and construction including stakeouts, grading, paving, drainage, guide rail, structures and highway appurtenances (lighting, pavement markings, erosion control, traffic control, vegetation). During design, reviews plans for constructability and conducts project after action reviews at the completion of work. Makes field decisions to alter plans, quantities, methods of work and construction completion dates. Responsible for project documentation, material control and acceptance, contractor and consultant payments, project closeout procedures, semi-final inspections, and project acceptance. Resolves contractor disputes when possible and participates in claim meetings and pre-claim meetings when disputes cannot be amicably resolved. Responsible for the financial integrity of the projects he manages, especially with respect to salaries, wages and overtime for department employees, fees for consultant inspection staff and cost adjustments to the original bid amount for contracts. Coordinates and participates in partnering sessions with contractors. Deals with customers by conducting face-to-face meetings and responding to correspondence. Capable of conducting public meetings and serves as a department spokesperson at meetings and with the media. Utilizes engineering knowledge to analyze project information to resolve or provide engineering support for complex issues requiring coordination with municipalities, private property and/or businesses, emergency services, railroads, authorities, utilities, and other construction projects. Participates in the preparation of contractor and consultant performance evaluations. Prepares and monitors employee work plans and performance evaluations. Assists in defining career development and training requirements for employees. Assignments are received with little or no technical instructions and employee works with substantial independence at organizing and directing work, making decisions and interacting with superiors, peers, and direct report employees. Capable of performing the duties of the AHDE for Construction during their absence. Performs other supervisory assignments as required to support the District Construction Unit. Responsible for the supervision of TCM2, SCES, CES, TCM1, TCIS and TCI employees assigned to their projects. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Safety: 1. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate the contractor¡¦s operations: Immediately stop any unsafe actions. Engage in an ongoing safety dialogue with the contractor¡¦s leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value: Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions. Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After Action Reviews (AARs). Enforce accountability. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review. Fair Labor Standards Act: Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. Performs other duties as required. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Makes staffing decisions, such as assignment of personnel to various projects and work assignments, determination for the need for overtime to be worked, approval of leave, approval of expenses, evaluation of effectiveness of inspection personnel (both Dept. and Consultant), provides, recommends, and approves training as necessary to assure inspection quality and promote employee development. Makes decisions on extra and additional work on projects such as if the work is necessary, authorizing work when deemed to be necessary (either to Inspector-in-charge or to contractor in writing), prepares proposals for extra work for PMC approval, determines method of payment for work on items beyond the scope of Inspector-in-charge authority, approves work orders, and resolves disputes between Inspection staff and contractors on payments for extra work. Makes decisions on acceptance of construction schedules and recommends authorization of time extensions to District Engineers when appropriate. Participates in selection of Consultant Inspection Agreements. Approves Consultant personnel for projects and their wage rates. Approves contractor evaluations. Utilizes engineering knowledge resolves disputes and makes decisions related to interpretations of construction plans, specifications, contract, standards, and contractor operations on highway and bridge projects of all levels when these issues are not able to be resolved at the field level. Authorizes major changes to Contract, Plans, and Specifications. Make decisions on projects related to Project Design, Safety, Public Issues, Media and Legislative Issues. |
