Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Ensures that production support work is conducted in accordance with the Department of Revenue's mission and business priorities. Performs and coordinates the gathering of business requirements, business process development, use case creation and unit testing in connection with system changes. Assists business end-user testing efforts. Monitors PATH and myPATH activity to ensure processing is occurring as designed. Monitors how the department conducts its tax administration services using PATH, seeking to identify opportunities for improvement. Ensures PATH data is complete, accurate, and provides management with the ability to effectively monitor performance. Ensure data provides management with the ability to effectively and accurately report tax receipts, revenue, refunds, payables and receivables. Reviews and makes recommendations on tax legislation, regulations, policies and procedures, advising bureau management of potential system impacts. Conducts the testing of tax system programs to measure potential revenue impact and operational cost to the department. Participates in the design for projects including the system and operational analysis, timetables, resources required, techniques to be applied, objectives and expected completion dates. Conducts the annual Fed/State MeF vendor testing for personal income tax, fiduciary, pass-through business and corporate tax return processing. Creates test scenarios for distribution to Fed/State MeF vendors. Communicates with Fed/State MeF vendors regarding state requirements, reviews scenarios submitted by vendors and provides feedback regarding the scenarios in required timeframes. Updates all forms and publications associated with the Fed/State MeF program. Participates in project planning, system testing and training to ensure successful completion of all system changes and large implementations. Assists with the development of ongoing communication with users and the public as appropriate to convey system happenings. This includes communication of newly released functionality and recently fixed defects or more effective techniques to use PATH and myPATH. Provides recommendations and draft communications to bureau management. Reviews PATH and myPATH help content to ensure it is complete, accurate, and up-to-date by coordinating any necessary changes with the related business units. Regularly reviews web content to ensure it satisfies the needs of the taxpayer and is in-line with the Department's strategic goals. Provides recommendations and draft changes to bureau management. Participates in change management and training activities in connection with significant system changes as necessary. Performs troubleshooting of the system, monitors and reports on various operations of the system. Communicates with PATH stakeholders, including management/supervisory personnel, as a means of conveying system viability and possible program enhancements/modifications. Works closely with management, keeping them informed of new developments in technology that will affect the workplace. Works effectively with associates, public officials and general public during the course of all projects and assignments. In conjunction with the related business units, designs or redesigns forms and correspondence in accordance with the Department's policies, goals and objectives. Demonstrates a commitment to the service-oriented culture of the Department. Applies Lean thinking in day-to-day tasks. Is mindful of internal controls and risk management when changes are made to a process. Treats others equitably and adheres to diversity and inclusion requirements in the workplace Performs related duties as required. |
