Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. A. Provides service to customers and to the Commonwealth by providing timely and accurate Special Hauling Permits. Ensures permit programs are consistent with PennDOT goals and objectives by organizing, directing, planning, and coordinating the strategic efforts of permit programs with intermodal transportation systems, customer needs and expectations, sound management practices and principles. Performs tasks associated with Permit Office activities which require knowledge of applicable statutes, regulations, policies, procedures and underlying principles. The following are specific duties of this position: 1. Participates in the review of complex or critical permit application submissions (e.g., excessively overweight vehicles, emergencies) with affected District and/or Central Office Units. The incumbent is expected to learn all aspects of the Automated Permit Routing Analysis System (APRAS). APRAS is the computer program facilitating the automated and manual review of Special Hauling Permit applications. 2.Ensures applicants adhere to Federal and State laws and regulations, program policies and procedures relating to the review of applications, issuance of permits, processing of permit fees and retention of program records, and receipt and processing of bonds in order to preserve the safety of highway users, to facilitate the movement of traffic generally, to protect the structural integrity of the highway and bridge system and to encourage the economic growth of commerce and industry consistent with other program objectives. This duty often involves case-by-case decisions requiring independent judgment and decision-making rendered outside of standard operating procedures. 3. Reads and interprets maps to assist customers in routing Oversized/Overweight loads throughout the Commonwealth. 4. Assists in administering the Special Hauling Program which oversees the issuance of over 475,000 permits and the collection of over $26,000,001 in motor license revenues annually. 5 Processes Super Load Permit applications; ensures preliminary applications are initially reviewed for completeness and accuracy and distributed for District route reviews within one (1) workday of receipt; communicates with manufacturers and motor carrier applicants to obtain additional justification in support of each super load movement; ensures correspondence approving/denying applications is complete and accurate; . coordinates State Police escorts on final superload applications and house moves when necessary. This duty often involves case-by-case decisions which require independent judgment and decision- making rendered outside of standard operating procedures. 6. Determines “non-divisibility” of vehicle(s) and load(s) identified on each application. Returns incomplete or inconsistent applications. Independently rejects unsatisfactory applications with reasons articulated. In accordance with Section 6104 of the Vehicle Code, independently determines whether additional information must be submitted by the applicant (e.g., certified weights, shop drawings, photographs, route surveys). Independently applies conditions and restrictions to permits based on particular information contained on each application and the authorized route of travel. This duty often involves case-by-case decisions which require independent judgment and decision-making rendered outside of standard operating procedures. 7. Independently coordinates and ensures that established procedures for releasing administrative messages are followed by District Offices prior to release. . Messages should be reviewed for accuracy and completeness prior to ‘broadcasting’ the information for WEB permit applicants. Works with District Permit Offices to promote consistency and timely postings. Assists in periodically reviewing route-related administrative messages to ensure information is current, complete and accurate. 8. Independently resolves complaints and concerns from Engineering Districts, motor carriers, permit services and chain of command according to PennDOT policies and procedures. Researches issues and drafts replys to written or verbal requests for information as necessary. 9.Independently coordinates APRAS conference calls and verifies that “off-system” activity involved (e.g., on-site bridge inspections) in reviewing superload applications is completed. 10. Independently monitors emergency oversize/overweight movement authorizations granted by Pennsylvania State Police (PSP). Provides District Permit Offices with notices of PSP authorizations for verification of emergency permits applied for by motor carriers. 11. Independently processes security for superloads with excessively overweight axles. Reviews submitted Forms M-937LC and M-937C for completeness, accuracy, amount, duration, and any necessary alterations. Coordinates pre-trip and post-trip inspections with affected District staffs. Maintains file on Security documents. 12. Reads, understands and interprets Federal and State laws, regulations, and policies for the public, motor carriers, permit services and Engineering District staff. Reads, understands and interprets permit-related manuals, maps, reports, tables, graphs, drawings and computer programs as required. 13. Identifies system problems and recommends changes thereto. 14. Maintains electronic office desk manual on shared drive. B. Maintains good working relationships and acts as liaison, technical expert, and source of information regarding Section programs, services, and products to management, other PennDOT personnel, the PSP the Federal Highway Administration (FHWA), other agencies, public officials, industry representatives and the general public 1. Administers Central Permit Office communications including , answering phones, transferring phones, updating phone list for the District Offices, processing incoming and outgoing mail, and scheduling conference rooms for meeting requests. 2. Independently addresses applicant/permittee questions as necessary, including providing program information (orally and in writing) to applicants and other interested persons: motor carriers, permit services, manufacturers, contractors, municipalities, law enforcement agencies, other State and Federal agencies, insurance companies, District Bridge, Construction, Maintenance, Roadway Management and Traffic Units, utility companies, and the general public. 3. Maintains files relating to Hauling Program in accordance with established guidelines including approved and denied applications, permits, supplements, insurance certificates, security, blank permit forms, transmittals, administrative messages and specialty reports. Monitors the amount of forms and office supplies available. Reviews, processes, enters, and maintains folders specifically for Wooden Structures, Guiderail Devices, Certified Escort Applications, and all other CPO office files. Also reviews and processes refunds. 4. Assists in the preparation of training and demonstration materials pertaining to CPO programs, services, and products, such as articles, reports, slides, videos, overheads, handouts, etc. as required for PennDOT personnel, other agencies, and visiting dignitaries. 5. Assists in the training of the Special Hauling Permit Program and APRAS to subordinates, District Permit Office employees and permit applicants, as required. Assists with the planning and facilitation of statewide training for APRAS coordinators. 6. Makes presentations at various seminars and meetings sponsored by PennDOT, enforcement agencies and industry associations, as required. 7. Assists Engineering District personnel with unusual or difficult situations, and performs other special investigations as required. 8. Represents the user community as an advocate for system user friendliness, the functionality of applications, and the continuity of information inquiry. Coordinates with other major computer system owners to promote application and information integration throughout PennDOT. 9. Visits Engineering Districts as necessary to support initiatives, provide information, and solve problems. 10. Participates in Administrative Hearings, as required. Assists in the preparation of requests for the Office of Chief Counsel regarding “Show Cause” Orders, gathering of evidence and providing of testimony. 11. Assists in carrying out CPO and District Permit Unit job assignments as necessary to meet objectives. C. Follows PennDOT and Bureau policies, expectations, goals, and objectives. 1. Maintains good working relationships with Engineering District and County personnel, co-workers, supervisors, vendors, and the general public. 2. Schedules and/or attends necessary meetings with other PennDOT personnel and management, or other non-PennDOT personnel, concerning unit issues, personnel, programs, or concerns, as well as other Division/Bureau/Section issues. 3. Attends scheduled staff meetings. Reports concerns, needs and accomplishments. Determines direction, policies, expectations, goals, objectives, etc. of unit. 4. Exhibits good work ethics by adhering to all time and attendance policies, as well as safety rules and regulations. 5. Participates in at least one (1) training course, session, etc. to learn and/or implement relevant operations, procedures, and/or techniques. 6. Performs other duties as directed. |
