Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This is professional human services work of an administrative nature involving departmental program planning, analysis, and coordination. Employees review, analyze, and evaluate program objectives, policies, and operations of organizational segments in the Department of Human Services. They provide administrative services to departmental staff concerning program planning, interpreting overall departmental objectives, and advising on problems related to the coordination of public assistance programs. Important aspects of this work are reviewing and analyzing existing data concerning programs, preparing reports evaluating program effectiveness, and recommending changes in policy and method. Assignments are usually general in nature and require initiative and judgment in the selection of areas of operation and methods employed. Work is performed under general supervision and is reviewed through conferences and reports. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Examples of work include: • Develops, analyzes, and prepares plans for the implementation of the Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) program. • Interprets current, proposed, and new regulations applicable to SNAP E&T and recommends implementation of new policies, contracted programs, and procedures or policy clarifications to comply with these requirements. • Prepares and/or reviews the SNAP E&T State Plan, SNAP E&T quarterly and annual data reports, and SNAP Work Requirement waivers for submission to the federal government. • Oversees the Department’s SNAP Job Experience and Training Services (SNAP JETS) grant agreements with contracted programs, providing policy and programmatic guidance to contractors and responding promptly and professionally to concerns and issues arising in relation to the contracted programs. • Develops and updates policies and procedures for the administration of the SNAP JETS program which apply to all SNAP JETS contractors, including developing and maintaining the SNAP JETS program manual. • Develops, analyzes, and prepares plans for the implementation of the SNAP Pennsylvanians with Employment and/or Engagement Requirements (PEER) Work Requirement. • Interprets current, proposed, and new regulations applicable to the SNAP PEER work requirement and recommends implementation of new policies, contracted programs, and procedures or policy clarifications to comply with these requirements. • Interprets regulations, policies, and procedures to provide clarification of SNAP E&T issues in response to inquiries made by CAO staff and contractors in person, through telephone calls, resource accounts, or the SNAP E&T Policy and Program Clarification process. Provides documentation to the Unit Supervisor concerning written policy clarification needed on a statewide basis. • Travels to and conducts on-site technical assistance and monitoring of SNAP JETS contractors. • Evaluates contractor performance through written monitoring reports and oversees implementation of required corrective action plans by SNAP JETS contractors. • Creates and presents trainings and provides additional policy guidance to both contracted staff and County Assistance Office staff. These trainings may be conducted virtually by Microsoft Teams or in person. • Develops procurement packages for SNAP JETS services. • Develops and recommends proposals to supervisor for policy, program, and system changes to ensure consistency with State and Federal legislation, regulation, and Department objectives. • Collects and interprets data in relation to SNAP JETS programs and makes data-driven recommendations for improvements in the programs. • Develops Operations Memoranda, Information Memoranda, Action Memoranda, Contractor Letters, and OIM Handbook releases and revisions. • Develops SNAP E&T and SNAP PEER-related forms and other materials as needed to comply with regulatory requirements or Departmental objectives. • Reviews draft regulations and legislative proposals, providing analysis and recommendations regarding how they may impact current programs, policies, and procedures. • Revises and comments on the preparation of other documents by staff from the SNAP E&T policy perspective to ensure compliance with federal regulations and adherence to Pennsylvania’s overarching SNAP E&T program design. Such documents include requests for proposals, program manuals, inter-agency memoranda of understanding, contracts, correspondence, memoranda drafted by other sections, et al. • Compiles data from other SNAP E&T contracted programs, such as SNAP EARN and SNAP KEYS, to ensure compliance with federal reporting requirements. • Develops the content for and makes program modifications to the Income Maintenance Standard Training Program modules and procedures related to SNAP E&T and the SNAP PEER work requirement prepared for county assistance office staff. • Coordinates client and advocate advisory committee activities and responds to advocate and stakeholder concerns. • Interacts with senior level staff from Federal, State, and County government, as well as community organizations and the advocate community, to enhance the SNAP E&T program. • Develops print and digital promotional materials to raise awareness among individuals receiving SNAP about the opportunity to participate in SNAP E&T. • Drafts updates to the E&T provider website and recommends revisions to the SNAP E&T and SNAP Work Requirement sections of the DHS public-facing website. • Prepares materials needed for federal audits and management evaluations and participates in audit interviews as needed. • Prepares written responses to correspondences and requests made to the Unit Supervisor, Division Director, Bureau Director, Deputy Secretary, Secretary, and the Governor. • Serves as a liaison to DHS and inter-governmental task forces working on issues and programs related to SNAP E&T. • Develops and maintains a close working relationship with other Bureaus and Departmental Offices, partnering State agencies, community agencies, and DHS contractors, as needed. • Analyzes and prepares written comments regarding the impact other program offices’ policy and procedural changes will have on SNAP E&T and the SNAP PEER work requirement. • Researches and evaluates problem areas addressed through correspondence received from clients, contractors, or the private sector concerning contract compliance issues or other areas of SNAP E&T. Prepares written responses for the signature of the Unit Supervisor, Division Director, Bureau Director, Deputy Secretary, or Secretary. • Other miscellaneous duties as assigned. |

This position requires a wide knowledge base, including intra- and inter-departmental employment and training programs, related programs and policies, technical and communication (verbal and written) skills. The incumbent must operate in a professional arena that includes senior management in DHS, other departments, the Federal government, and the private sector. This position often operates off site at various locations throughout the Commonwealth and requires a high degree of independence and ability to facilitate discussion and interpret DHS policy and procedures and relay those policies and procedures to staff operating at various contracted programs and CAOs. |
