Position Purpose:

Provides professional managerial and administrative work in directing a Division or major program of comparable responsibility in the DEP Bureau of Laboratories.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

This position is responsible for the overall coordination and management of the laboratory sections in the Inorganic Services Division of the DEP Bureau of Laboratories.

Directs, through subordinate supervisors:
a) the production of analytical results and laboratory reports which are used in the Department's decision-making process for environmental and public health protection, monitoring and enforcements actions, and public notification activities;
b) the adherence to the BOL Laboratory Quality Assurance and Safety programs by all analytical personnel and any corrective actions required to meet the standards of these programs;
c) the effective training/cross training of analytical personnel to perform their assigned duties and support the continuity of Bureau operations;
d) the successful operation and purchase of analytical equipment/supplies;
e) the coordination of emergency laboratory services with programs during drinking water emergencies and natural and man-made disasters such as floods, chemical spills, and radiation releases; and
f) the development of requested methods and procedures for analyses of emerging environmental contaminants.

Delegates duties, responsibility, and authority so each subordinate supervisor can make maximum use of their skills and experience in directing the activities of their laboratory sections.

Maintains the Bureau’s Laboratory Information Management System (LIMS) to ensure routine functionality for analytical operations and facilitates/implements any necessary upgrades or updates as needed.

Recommends to the Technical Director any operational changes and/or technical guidance to support analytical testing and other Bureau or agency initiatives.

Prepares technical reports, correspondence, memorandums, etc. to support Department activities and provide customer service to laboratory clients.

Provides professional and technical support to program managers and legal staff on enforcement activities and data interpretation.

Consults and cooperates with external laboratories to maintain continuity of analytical operations.

Interviews prospective employees and provides input/recommends employee selection

Approves leave requests and reviews impact of sick leave request/usage of subordinates.

Assigns overtime work to ensure priority work is performed.

Meets with subordinate supervisors to inform them of changes to rules, regulations, policies, and procedures, to discuss operational or performance problems, and to ensure they are working toward necessary solutions.

Establishes performance standards to assess the performance of subordinates.

Evaluates employee performance, prepares and signs performance reviews of employees.

Evaluates training needs of subordinates and arranges for further education and training.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct.

Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.

Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.

Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.

In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.

Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.

Testifies as an expert witness when called for legal proceedings.

Acts in place of the Technical Director in their absence, when assigned.

This position requires responsiveness and accountability for achievement of the agency's goals and objectives.

This Laboratory Division Director works directly with subordinate supervisors to plan and execute the routine environmental laboratory analytical services of the Inorganic Division to support the mission of the Bureau and the DEP.

This Laboratory Division Director communicates as needed with the Technical Director, Bureau Director and other agency/Commonwealth personnel to determine adjustments in operational programming of the Bureau in response to emerging environmental initiatives, nonroutine events, or change in policies.

Essential Functions
