Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides statewide leadership and technical assistance to support the achievement of technical standards in Career and Technical Education as related to programs of study, statewide articulation and credit transfer, nurse aide training programs, adult accreditation, and related training programs through the involvement of business and educational partnerships. This position will participate in the bureau’s annual Integrated Learning Conference and Strategies conference, and utilize databases (CATS, PIMS, AcademyOne) to support the development, maintenance, and implementation of quality career and technical education practices.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assure a skilled workforce through quality career and technical education (CTE).

Assist in the development, implementation and maintenances of career and technical education goals for the Division of Adult and Postsecondary Education. Implement practices that support the bureau’s plan for categories of academic rigor, industry relevance, postsecondary transition and state leadership and capacity.

Analyze existing research to include the Career and Technical Education Information System (CATS) and PIMS in the support of the development, maintenance and implementation of quality career and technical education practices including program of study, statewide articulation and credit transfer, nurse aide training programs, and accreditation. Disseminate information, regulation, and policies through compliance reviews, in-services, workshops and conference presentations, professional development and written communication to support career and technical education including statewide articulation and credit transfer, nurse aide training programs, and accreditation.

Provide technical assistance to the field regarding postsecondary articulation and credit transfer, and nurse aide training programs.

Conduct compliance review of nurse aide training programs. (#2)

Review and approve new nurse aide training programs and curriculum. (#3)

Assist with other personnel development functions such as liaison to CTE teacher certification, technical assistance efforts with teacher educators and local schools to accomplish the bureau’s leadership responsibilities. This includes: (#4)

▫ Assist leadership with the OCA Committee on the updates and revisions to manuals implemented at the Centers, such as the OCA Policy Manual.

▫ Recommending Classification of Instructional Program (CIP) and OCA development in new and emerging technologies.

▫ Maintaining a current listing with descriptions for all Classification of Instructional Programs (CIP) for secondary, adult and postsecondary career and technical education students in Pennsylvania.

▫ Communicating and coordinating input with bureau staff involved with curriculum and personnel development functions relating to teacher education and certification.

▫ Assisting with state performance accountability systems initiatives for state and federal entities.

▫ Coordinate with bureau staff to ensure CTE teacher and industry credentials and TIMS data are functioning properly.

▫ Assist staff in other divisions to assure quality program delivery between secondary and postsecondary career and technical education. This includes:

▫ Reviewing local applications for funding and making recommendations to implement local programming.

▫ Reviewing local program approval applications.

▫ Providing technical assistance to sites implementing program delivery plans.

▫ Evaluating achievements and validating best practices in local programs.

Provide technical assistance to individuals, local education agencies (LEA), career technology centers and colleges on Chapter 49 certification policies and guidelines.

Use technology, including e-mail, web pages and distance learning to keep the field abreast of current initiatives in career and technical education surrounding adult career and technical education.

Interact with division staff, Bureau of Career and Technical Education staff, other PDE bureaus, and the staff of other local, state and federal agencies in support of career and technical education including articulation, nurse aide training programs, and accreditation efforts.

Prepare reports for the division, bureau, interagency, monetary reports, contract approval and evaluation reports, and other reports as requested. (#5)

Maintain practices in support of bureau leave, travel, time distribution reports, staff development, and other policies.

With approval, serve on local, state and national boards, committees, consortiums, and business and education partnerships related to career and technical education.

Support the achievement of technical standards within CTE and, in particular, Program of Study education to include industry established standards, performance measures and standards, career and technical education standards, professional association standards and Pennsylvania academic standards. Participate in adult/postsecondary accreditation and civil rights monitoring compliance reviews as requested. (#7)

Write and/or evaluate grant proposals to develop, improve or expand career and technical education programs submitted by local educational agencies.

Provide state leadership and technical assistance to secondary and postsecondary educational administrators who are involved in business and education partnerships directly connected to career and technical education.

Participate in projects assigned by the bureau director and/or division manager.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Provides technical assistance to postsecondary institutions and articulation agreement vendor to ensure the statewide credit transfer agreements meet the requirements.

Provides technical assistance to the sponsors and instructors of nurse aide training and competency evaluation programs (NATCEP) to ensure federal regulations of OBRA of 1987 and the state regulations of Act 14 of 1997 are being met.

Conducts compliance reviews of nurse aide training and competency evaluation programs to ensure compliance with federal and state regulations.

Conducts compliance reviews of adult accreditation programs to ensure compliance with federal and state regulations.
