Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position supports the fulfillment of the Department’s duties required by Act 70 of 2008, the Pennsylvania Climate Change Act. The employee in this position:

• Is responsible for developing and updating Pennsylvania’s annual Greenhouse Gas Inventory as required by Act 70 of 2008.
• Manages the coordination and development of a Climate Impacts Assessment Report as required under Act 70 of 2008.
• Provides support to the Climate Change Advisory Committee (CCAC).
• Integrates Environmental Justice and equity principles into EPO program work, and integrates community engagement and feedback in development of climate and energy plans.

Work involves the implementation and coordination of the Office’s energy programs utilizing state and federal funding sources, and understanding state and federal strategic goals and funding requirements as part of these funding sources.

Description of Duties:

Specific duties include:
1. Uses Microsoft Office, Microsoft Teams, and organizational data management systems to maintain accurate records, monitor program performance, analyze data, ensure data quality, prepare reports and presentations, and communicate project status and outcomes in accordance with established policies, procedures, and quality standards.
2. Manages and implements state and federally funded energy and climate programs, grants, and projects, including program design, project planning, stakeholder coordination, procurement (including development of work scopes and requests for proposals/requests for quotes and contractor oversight, application review, budget management, performance tracking, compliance monitoring, program evaluation and reporting to achieve program objectives.
3. Develops, coordinates, and delivers energy and climate outreach, education, and stakeholder engagement initiatives through conferences, workshops, webinars, training sessions, public events, educational materials, and multimedia communications to promote EPO program objectives.
4. Develops and maintains strategic partnerships with government agencies, industry organizations, educational institutions, businesses, labor groups, non-profit organizations, and other stakeholders to advance energy and climate initiatives and support program development, implementation, and collaboration.
5. Serves as a subject matter expert on assigned energy and climate technologies, policies, regulations, and market trends; evaluates legislative and regulatory developments; conducts research and analysis; and prepares reports, recommendations, and briefings to support organizational strategy, program development, and decision-making for EPO, DEP and/or the Governor’s Office.

Maintains current knowledge and serve as a subject matter expert on regional, sector and topic specific climate change and energy issues, policies and initiatives in one or more of the following areas: wind, solar, fuel cells, energy storage, biomass, natural gas, energy efficiency, combined heat and power, alternative fuel vehicles, or other energy technologies, clean energy workforce development, greenhouse gas emissions sources and accounting, climate change projections and impacts, climate change mitigation strategies, and climate change resilience and adaptation strategies.
6. Reviews and analyzes proposed energy and climate legislation, policies and regulations for possible impacts on energy development and efficiency programs, such as building energy, renewable energy, clean transportation, electrification, clean energy workforce and climate initiatives and provide assessment for EPO or DEP leadership to inform program development or to present to the legislature or Governor’s Office.
7. Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct.
8. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives.
9. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues.
10. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems.
11. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness.
12. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements.
13. Works independently and with EPO staff to contribute skillsets and expertise across EPO initiatives to advance the overall mission of the office.

This position works primarily under the supervision of the Division’s Environmental Group Manager (EGM). Specific activities required at the Program Manager or Director level will be assigned in coordination with the EGM. Completed assignments, written reports, etc. are reviewed by the supervisor. The employee otherwise works with a high degree of independence.
