Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Direction for daily activities of employees to maintain safe, regulatory compliant, and efficient, operation of the hatchery to meet goals set by the division. Supervise duties in the field and maintain a proper, productive, and healthy work operation.

DUE TO HATCHERY SPECIFIC NEEDS, ALL DUTIES DESCRIBED BELOW WILL BE CONDUCTED IN COOPERATION WITH OR UNDER THE GUIDANCE OF THE HATCHERY MANAGER OR REGIONAL FISH PRODUCTION MANAGER IF NECESSARY.


PLANNING:

Assist with development of fish distribution schedules for preseason and in-season stocking. When needed develop PFBC 300 - Fish Distribution Schedule and Records. Assist with annual employee work schedules including regular shifts, holidays, and overtime. Assist with annual employee uniform needs. Assist with annual chemical needs. Work alongside the manager and properly plan fish production needs and the appropriate assignments to meet those objectives. Assist manager with feed ordering and reports if needed.

FISH PRODUCTION:

Produce and stock trout and species specified by the Hatchery Manager and Regional Fish Production Manager. Maintain optimum fish rearing conditions including appropriate fish densities with available water flows, type of rearing areas utilized, water characteristics, and water enhancement and/or re-use systems. Monitor and/or develop fish feeding schedules, based on fish size and environmental conditions, in concert with targeted stocking size and dates. Adjust monthly schedules on a weekly basis based on anticipated growth. Input and order quarterly and monthly feed needs for bag and bulk feed deliveries. Recognize signs of stress and diseases and how to alleviate the problem. Prescribes treatment for identifiable bacterial, viral, and parasitic issues.

STATION OPERATION / MAINTENANCE:

Direct buildings, grounds, and equipment maintenance and repair in response to anticipated needs and station inspections. Ensure effective safety measures are taken and appropriate safety information and equipment are used to avoid injuries. Supervise and/or help in the cleaning of concrete raceways and cleanout areas. Supervise and/or help clean earthen rearing areas annually. Supervise and/or help clean sludge holding areas and dispose of waste in an approved manner. Inspect and maintain that all alarm systems are operable at the end of the work shift, and monitor the continual operation throughout the rearing cycle. Monitor daily water flows, record weekly DO’s and water temperature levels. Follow through and record and report monthly, quarterly and annual influent and discharge water samples. Provide daily direction to employees on job assignments.


PERSONNEL MANAGEMENT:

Interview and select employees as needed with the Hatchery Manager and Regional Fish Production Manager, when needed. Orient employees to station operations, goals, and Fish & Boat Commission operations, goals, mission. Develop and discuss employee job descriptions, performance expectations and reviews, and reports for assigned staff. Seek advice and direction that appropriate action be taken, in accordance with Fish & Boat Commission policy and practices, in commending exceptional performance and in correcting unsatisfactory performance. Adhere to and advise employees to the rule of Chain-of-Command. Conduct appropriate on-site technical training. Give employees their annual EPR's and provide constructive feedback if needed. Help employees improve but also let them know what their strengths are.

REPORTING:

Provide quarterly reports on all chemicals used in maintaining fish stock health, to minimize the use of chemicals (INAD) reports. Monitor and report on quarterly INAD treatments and procedures. Provide a written monthly inventory of all station fish stocked by the 2nd workday of each following month. Provide a written monthly report of raceway/clarifier cleaning by the 2nd workday of each following month. Provide a written monthly report on daily water flows and precipitation by the 2nd workday of each following month. Provide written reports on feed deliveries to the Regional Fish Production Manager. Provide time and activity reports in accordance with established procedure. Provide copies of all reports relative to fish stockings (individual and summaries) to the Hatchery Manager and/or Stocking Coordinator. Provide a written report of significant fish losses in rearing or stocking within ten (10) days of loss to the Hatchery Manager and/or Regional Fish Production Manager. Initiate fish transfer requests when appropriate. Report all completed fish transfers to Hatchery Manager. Maintain records of all pesticide spraying with required documentation.

FISCAL MANAGEMENT:

Initiate purchases, and other procurement actions for most materials/equipment upon budget approval. Some items (vehicles, fish elevators, meters, computer equipment, etc.) will be purchased by other support personnel.


PUBLIC RELATIONS:

Maintain all visitation areas and displays in a clean and safe condition. Answer official/public telephone inquiries within two work-days; written correspondence within ten work days; provide media interviews with the advice of the Hatchery Manager and/or Regional Fish Production Manager. Direct the conducting of tours where appropriate. Attend conservation meetings and DEP meetings, when needed.

Performs related duties as required.


Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Prioritize annual, monthly, and daily work needs for the hatchery. The Foreman will make decisions on the operation of the hatchery with the direction and guidance of the hatchery Manager, but must be prepared to make independent decisions to fulfill the mission of the hatchery when the manager is not present. Know the correct procedures in hatchery emergencies such as: loss of electrical power, loss of liquid oxygen, loss of water flows, chemical and/or hazardous spills. Once properly trained, the Foreman should have the ability and confidence to run the facility on a day-to-day operation.

Experience:

Class B CDL without restrictions and which includes tanker/air brake endorsements.
