Performs a variety of technical duties in the inspection of workmanship and materials on highway construction projects / bridge projects or inspection of materials produced at asphalt, concrete, and aggregate plants or performs a comprehensive and complete check of quantities, payment audits, work order justifications on construction projects to verify final pay quantities and generate final estimates and work orders within Engineering District 12-0 to ensure all work is completed in conformance with approved construction codes, plans, standards, requirements, specifications and Quality Control Plans. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Construction Field Inspector Assignments Inspects all phases of transportation construction work. Assists with checking grades, elevations, structure stake-out and roadway stake-out with contractor/surveyor. Inspects the placement of materials such as cement concrete, bituminous concrete, drainage materials and all applicable materials. Provides compaction testing (visual non-movement method) of sub-surface strata, soils, aggregate, etc. Interacts with Department staff, other federal, state and local agencies, legislators and the general public to ensure the effective administration of the projects. Completes and performs master diary entries, mathematical calculations, item quantity estimates, project cost estimates, work orders, time extensions and all applicable project documentation manually or electronically. Assists in resolving field problems that are encountered. Compiles and takes photographs, reviews sketches, and prepares an inspection review summary. Completes, documents and checks work performed by contractors and participates as a team member as part of the inspection staff as outlined in the Project Office Manual (Publication 2) and as required by Publication 408. Utilizes software in completing project documentation and perform direct entry of daily documentation into various electronic documentation systems. Produces reports as needed and/or required for project records and interprets the results to track progress and schedule. Tracks and checks material quantities and testing utilizing either manual or computerized methods. Plot and digitize cross sections as necessary to compute earthwork quantities. Draws sketches, note field plan changes, and maintain consolidated inspection progress and quality control reports associated with the work being accomplished. Ensures that projects are completed in accordance with all existing regulations, policies and procedures and in an expeditious and cost-effective manner. Material Inspector Assignments Ensure accuracy of all test procedures in following PTM methods and/or applicable AASHTO and ASTM standards and the accuracy of laboratory reports. Make observations during shipments to ensure that the quality of materials being delivered meets specifications with accurate weigh slips representing quantities shipped. Witness technicians in Portland cement plants, asphalt plants, and aggregate quarries perform tests and control quality production of these materials. Document sampling and testing techniques accurately and by the method designated as appropriate to each specific type of material. Identifies potential problems and offers a resolution if possible. Reports problems to supervisor in a timely manner. Apply the correct method and review compliance with testing methods by material suppliers in the areas of running extraction, gradation, specific gravities, absorption, air content, slump test, unit weights and wash tests. Ensure vendor follows required quality control plans, maintains all documentation in accordance with the plan, prepares reports correctly, collect samples, and performs District level quality assurance. Ensure all material conforms to specifications and all required plant documentation is current, in accordance with the Quality Control Plan, and available for review. Conduct the annual producer plant inspections and witness the annual calibrations. Complete eCAMMS input when required. Becomes proficient with required documentation procedures and attains a working knowledge of the eCAMMS, ECMS, PPCC, Pub 408, POM, Bulletins 14, 15, 41, 42 and Mobile Computing documentation systems and applications. Assist with core drilling if needed. Execute daily responsibilities to ensure that transportation projects are completed in accordance with all existing regulations, policies, and procedures and in an expeditious and cost-effective manner. Assist with project material reviews at construction field offices and in the district office and / or Remotely. Project material reviews consist of reviewing the records to ensure compliance to source approvals, certification requirements, quantities, and compliance to sampling/testing requirements. Verifies the calibration of both Department and vendor's equipment, such as scales, testing apparatus, motor pavers, aggregate chippers, distributors, mobile equipment, and plants, etc. Review’s product design procedures. Preforms {HOLA) Hands On local acceptance testing as directed. Performs testing in the District Lab as directed. Enters information from Form TR-447, "Sample Identifications" into eCAMMS and reviews, distributes, and files test results. Employees may be expected to travel to various work sites or facilities and attend field activities within the District and throughout the state. Employees may also be required to use overtime on an occasional basis. Finals Inspector Assignments Utilize current documentation systems and audit module, navigate through ECMS ECS, and PPCC systems for project documentation setup, field reviews, field and final audits of construction projects. Prioritize and set up project records to ensure they are available for project startup date; perform field reviews and interim audits of current construction projects. Check records in and properly archive them when projects are completed. Responsible to ensure records are disposed of in accordance with Department policy. Audits final estimates and/or final work orders for accuracy to balance contract item quantities that reflect changes determined by the final audit. Provide routine and special correspondence, reports and/or spreadsheets that may be associated with assigned duties. Determines if project documentation, calculation methods, computations and payments are correct and comply with prescribed Department standards, contract specifications and special provisions, policies, procedures and pay limits. Independently verifies, by a comprehensive statistical audit, that final quantities and payments submitted by Department personnel for construction projects completed in the manual or computer documentation systems are correct. Provides expertise per individual project audit and attends meetings required to substantiate audit findings. Conducts a technical review of audit findings with construction personnel to resolve discrepancies and deviations found in payments, documentation, calculation methods, computations, and cross sections. Audits item quantity records utilizing cross references to field survey books, field inspector's diaries, and Project Site Activity reports for proper transposition of quantities and coding methods of arriving at authorized payments as needed. Assists in the performance of a variety of responsible technical duties associated with the use, coordination, and control of automated and manually kept records in construction management on all highway construction projects. Assists in the review of asphalt & diesel price adjustments utilizing various formulas, spreadsheets, and specifications to determine if completed correctly. Verifies estimate adjustment calculations are correct and in compliance with established department procedures. Assists in the review and auditing of submitted construction project work orders submitted by Project Management staff to verify are complete, accurate, and to substantiate payments. Performs independent audit of work orders generated within the District. Knowledge of requirements that constitute a force account breakdown. Working knowledge of all codes pertaining to cost functions, participations, funding, variable descriptions, and operations. Provides support to assistant construction engineers and inspectors in charge for work order and estimate activities relating to ECMS II. Create and maintain, with assistance of supervisor, Work Order Quality Assurance according to Pub2, POM. Operates personal/mainframe computer and printers, scanner, digitizers, various copy machines, fax machines, calculators, etc. Possess workable knowledge of ECMS, ECS, ESS and PPCC programs & documents, Microsoft Office Suite and Mobile Computing documentation system. Geotechnical Inspector Assignments Determines geological and engineering properties of soils and rock encountered during core boring operations, determines moisture content, consistency of density of soil samples, classifies and determines top and bottom elevations of soil samples from core borings. Determines rock type, rock quality designation, strength of rock, degree of brokenness and weathering characteristics of rock core samples. Ensures that core samples are handled properly and are boxed in accordance with Department specifications. Maintains engineer's log of core boring activities. Operates nuclear gauge and performs compaction control inspection on state and municipal projects. Construction Field, Geotechnical, Materials, and Finals Assignments Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Attends environmental training as required. Travel to field sites as required. Performs related duties as assigned. Safety: 1. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate the contractor’s operations: - Immediately stop any unsafe actions. - Engage in an ongoing safety dialogue with the contractor’s leadership. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review. Fair Labor Standards Act: Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day. |
