Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Review and update both physical and computerized files of the pesticide certification and licensing program. Generate weekly run and reports. Review reports and solve any problems/errors for the weekly run. Inform IT division of any problems with system. Performs functions relating to the pesticide certification, licensing and training program working under the supervision of the Pesticide Certification and Education Specialist. Makes independent decisions for program improvements when necessary to resolve problems. Provides guidance to inspectors, the general public, insurance agents, professional organizations, and others on matters relating to the pesticide licensing and certification programs. Initiate, review and reply to routine and non-routine correspondence concerning the pesticide licensing and certification program. Assists members of the agricultural, insurance, and pest control communities in resolving certification, insurance and licensing problems by providing accurate regulatory information. Assist applicants with information on obtaining the correct insurance coverage according to the legal requirements and providing information on locating companies that are able to provide the necessary coverage or assist with the completion of other forms of proof of financial security such as Surety Bonds or Letters-of-Credit. Provide administrative and technical guidance to field inspectors and staff on a daily basis in solving/responding to any licensing/certification problems that are identified. Directly responsible for licensing/certification of all: Private, Public and Commercial pesticide applicators, Pesticide Dealers, Pesticide Applications Business and grading/processing of applicator exams. This includes ensuring that all tests have been properly scored. Records and processes fees received by the agency for pesticide license registrations and certifications through accepted accounting procedures and provide detailed reports for audit, budget estimates and reports. Maintain detailed log of funds received and deposits to proper accounts. Assists administrative superiors in establishing and maintaining cooperative working relationships with other agencies. Provide direction, guidance and training for clerical staff members assisting with the pesticide certification program. Conduct an annual review of applications and instructions to develop recommendations to simplify and clarify areas of constituent confusion identified by analyzing questions, complaints and reasons for applications rejections. Responsible for Commercial and public applicator certification renewals are generated annually as required by law. They are prepared for mailing with the necessary information concerning insurance, business license information, and continuing education requirements. Approve/denies renewal applications based on review for proper fee, business license validation, insurance certification and proof of proper continuing educational requirements. Reviews educational information that has not been pre-approved for acceptability in meeting continuing education recertification requirements. Maintain and update both physical and computerized files on these applicators. Process fees received and maintain detailed log of funds received and deposits to proper accounts. Prepares mailing of Pesticide Dealer license renewal applications in October of each year. Review and process returned applications and maintain detailed log of funds received and deposits to proper accounts. Maintain and update both physical and computerized files of these dealers. Prepares mailing of Pesticide Dealer Manager certification renewal applications in October of each year. Review and process returned applications and maintain detailed log of funds received and deposits to proper accounts. Maintain and update both physical and computerized files of these dealer managers. Assist with processing Pesticide Registered Technician applications. Approve/denies completed applications based on review for qualifications of the trainer, business license validation, insurance certification, and completion of required training elements. Process fees received and maintain detailed log of funds received and deposits to proper account. Maintain and update both physical and computerized files of these Registered Technicians. Demonstrate a commitment to meeting and exceeding expectations of the bureau/program’s customer(s) at all times. Apply Lean tool(s) to day-to-day tasks when a process has been identified for improvement. Performs related work as required. |

Employee can independently: Assign passing or failing score to certification examinations; approve or reject pesticide dealer licenses, dealer manager certifications, pesticide applicator certifications, and pesticide business licenses based on regulatory requirements Answer questions from the public and respond to written correspondence relating to pesticide business licenses, applicator certification, recertification credits and meeting information, pesticide dealer licenses and related matters Request additional information/documentation from public; accept funds for pesticide programs for processing; make decisions regarding requesting information from the Information Services Section. Refers questions to supervisor or appropriate management staff of a highly technical nature or the appropriate type certification required for cross employment categories and inquires regarding Department policies not specifically covered in regulations. Obtains approval for newly developed customer used forms from supervisor prior to ordering printing. |
