Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is an executive-level Commission management position responsible for the direction and administration of a broad range of archival and records management services to agencies on all levels of state and local government, historical organizations and associations, various research communities and the general public. Responsibilities include administration of the holdings, programs, and research facilities of the State Archives (containing 250 million documents from the founding of Pennsylvania in 1681 to the present); operation of the State Records Center (holding 750 million documents for state agencies); direction of the Digital Archives and Digital Records Center (currently 125 GB of data); implementation of the Executive Branch Records Management Program in support of the Secretary of Administration, and the County and Municipal Records Programs as agent of the County and Municipal Government Records Committees, to effectively manage the creation, retention, use and disposition of government records. This position reports to and is evaluated by the Executive Director of the Commission. The Bureau works through two divisions: Archives Division (including units responsible for Public Services, Collections Management, Digital Outreach, and Facilities) and Records Division (including the Records Services Section and the State Records Center).

Description of Duties:

Specific responsibilities encompass functions and activities which are regulatory, advisory, developmental and or administrative in nature and include the following duties:

• Creates a strategic vision for the Archives to project and address: changing researcher needs and expectations; emerging technologies that may impact record creation, preservation and use; and developing professional standards.
• Develops, recommends, coordinates and implements policies, standards and procedures to ensure the identification, preservation and continuing public availability of archival records created by PA’s State government and some 5,400 units of local government, aligning the program to national and international standards.
• Plans, directs, and manages the implementation and operations of the Digital Archives and Digital Records Center (DADRC) to accept, process, preserve, store and retrieve digital records, either for permanent storage (Digital Archives) or short- and long-term temporary storage (Digital Records Center).

• In support of the Secretary of Administration, manages a comprehensive Executive Branch records management program covering all records regardless of format to ensure the proper retention and disposition of records.

• Plans, directs and coordinates programs to improve archival, records management and related services throughout the Commonwealth, providing statewide direction and leadership in the development, interpretation and administration of policies and regulations in the area of archives and records management.

• Administers, and works in conjunction with, the State Historical Records Advisory Board to stimulate interest in the preservation and use of valuable historical records and papers pertaining to the history of the Commonwealth.

• Supports the Commonwealth’s disaster preparedness program. Works to develop policies, procedures and programs to safeguard essential records at all levels of government and in historical repositories.

• Cooperates with officials from neighboring states in working to satisfy questions relevant to Pennsylvania’s boundaries.

• Supervises the preparation of guides, reviews, and reports concerning specific archival and records management subjects.

• Through Public Services staff, gives appropriate assistance to researchers involved with questions pertaining to Pennsylvania history.

• Supports the preparation and staging of archives-related exhibits, conferences, workshops, etc.

• Supervises special programs of an archival or historical nature funded by the National Endowment for the Humanities, the National Historical Publications and Records Commission, etc.
• Administers grant programs (funded by Keystone funds, national grant partners, etc.) relevant to archives and records management.

• Prepares, and operates within, the bureau budget.

• Manages the State Archives’ digitization initiatives (internally and with external partners).

• Articulates the mission and value of the State Archives through public speaking engagements and media interviews, public programs and outreach, legislative visits with the Executive Director of PHMC (as required), and engagement with allied agencies and organizations.

• Assists the Executive Director with research related to Pennsylvania nominations submitted to the US Board of Geographic Names

Incumbent is responsible to be familiar with PHMC general safety rules and safety rules specific to this position; for working in a safe manner and following all PHMC safety rules; immediately report all workplace injuries or incidents to their supervisor; and to immediately correct any safety hazards in the work area or report same to supervisor.

Enforces all safety rules, procedures, and work practices and takes action to correct unsafe conditions in the workplace.

The incumbent is responsible for all decisions relating to the management of the Bureau of PA State Archives including programmatic, personnel and budgetary decisions. Decisions are made in accordance with Commonwealth, PHMC policies, procedures rules, regulations and policies and objectives.
