Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs environmental engineering related work by applying engineering principles and practices to the new and existing AMD treatment systems and watersheds across the Pennsylvania's anthracite coal fields.

Description of Duties:

Performs a variety of duties related to projects that abate the environmental degradation associated with abandoned mine discharges and civil engineering related activities associated with the Schuylkill River Project and New Gilberton Pump Station.

Develops or reviews designs of acid mine drainage (AMD) reclamation projects. Communicate with other public agencies, consultants, or contractors to obtain compliance with Commonwealth standards and needs.

Provides project development for new or renovation of existing AMD remediation projects including passive and active treatment systems in accordance with Pennsylvania’s Comprehensive Plan for Abandoned Mine Reclamation and the AMD Set-Aside Guidelines.

Works closely with the Design Section in addressing site development details and with the Construction Section in the construction and inspection of the AMD treatment systems.

Provides technical support to staff implementing activities associated with the Schuylkill River Project and Gilberton Pump Station.

Develops AMD abatement and treatment projects to meet goals established with Qualified Hydrologic Unit Plans. Project development consists of many aspects of engineering to include, but not be limited to, surveying, hydrology, hydraulics, earthwork, and cost estimates.

Determines the eligibility of proposed AMD projects for various types of funding pertaining to relevant Acts. These determinations include collecting and evaluating property owner information, historical mining data, and site characteristics, etc.

Prepares and updates an inventory of AMD discharges and projects by using GPS data collectors and mapping along with ArcGIS, Autodesk Map, CADD, and any other associated software.

Performs background data searches, reconnaissance surveys, and personal interviews as needed pertaining to AMD projects and investigations.

Assists the Unit Manager in generating various reports related to the development of AMD projects.

Develops and implements plans for monitoring of water resources affected by AMD and performing field sampling.

Develops and implements programs for the long-term monitoring of water quality for AMD projects and associated watersheds reporting any issues (positive or negative) to the supervisor.

Develops and prepares Qualified Hydrologic Unit Plans based on the AMD Set-Aside Program Guidelines for watersheds impacted by AMD.

Performs routine visits and evaluate existing facility operations and recommends actions to improve or maintain smooth and effective operation.

Evaluates the environmental resources relative to a proposed AMD project as required by the National Environmental Policy Act (NEPA). The environmental clearance process identifies resources present at a project location and how those resources will be impacted by the proposed activities. Typical resources that may be present are hydrology, vegetation, threatened or endangered species, cultural, historic, archeological, and socioeconomic, etc.

Maintains and updates Pennsylvania’s AML inventory of abandoned mine land features within the eFACTS database system. Maintains and updates the inventory consists of (but not limited to) locating various AML features within existing or new Problem Areas, descriptive information of the feature, and priority classifications.

Inputs field and locational data into the Sample Information System (SIS) for water samples collected and sent to the DEP Bureau of Laboratories.

Assists with inspections and reports associated with High Hazard Dams which are part of the Schuylkill River Project. These dam inspections may involve certain aspects on land, on water in a boat, and also may require operation of a boat.

Performs duties necessary to act as a Project Advisor for various DEP Grants in accordance to the grant requirements.

Plans and conducts special studies as directed by senior management and prepare reports of findings and recommendations.

Assists and advises watershed groups and attend meetings to explain the AMD Set-Aside Program, possible funding sources for AMD Projects and to coordinate group rehabilitation efforts.

Coordinates and participates in tours, media events, and other promotional activities to increase public awareness of AMD treatment facilities and their impact on receiving waters.

Participates in subordinate work consistent with operational or organizational requirements.

Promotes the Department’s mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Must attend job-related training.

Makes recommendations to BAMR staff on civil engineering issues with regard to AMD and AML projects. Recommendations are reviewed and approved by a Licensed Professional Engineer.
