Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is responsible for designing, developing, and managing agency-wide training and development programs. It also supervises trainee positions during their 12-month rotational training program. This position performs assigned tasks in support of the Bureau of Talent Management and Organizational Design’s (TMOD) Curriculum Development Division at the Pennsylvania Liquor Control Board (PLCB). |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. TRAINING AND DEVELOPMENT PROGRAM DESIGN, DEVELOPMENT, AND MANAGEMENT: Designs, develops, and manages all TMOD training and development programs, which include, but are not limited to: • Management Trainee Program • Supervisory Development Program • Leadership Education and Development (LEAD) Program • Retail Mentoring Program • Out-Service Training Program Develops program curricula plans based on the specific goals of the training and development program. Supervises participants in the Management Trainee program during training year. This includes but is not limited to approving leave requests, collaborating with rotational managers to complete performance reviews at the conclusion of each training rotation, and finalizing interim and probationary performance reviews. THEORETICAL TRAINING DESIGN, DEVELOPMENT, AND DELIVERY: Designs, develops, and presents leadership, customer service, interpersonal, and other theoretical trainings which support agency training and development programs. Conducts research and applies adult learning theory, resulting in course development from analysis of agency training and employee development needs. Finalizes product development and design including, but not limited to, web-based training modules, training participant guides, facilitator guides, visual aids, and evaluation tools. PROGRAM NEEDS ASSESSMENTS AND ANALYSIS: Gathers, assesses, and analyzes data to identify agency-wide learning and developmental needs. Develops or revises program design/development, course content, and/or frequency of program offerings. EVALUATION OF PROGRAM EFFECTIVENESS: Designs and implements a formalized evaluation system to capture program metrics, ensuring outcomes and objectives are met. Utilizes data to determine the quality of programs and identifies potential developmental opportunities. Determines the extent to which programs support employee developmental needs and enhance employee contributions to agency objectives. UTILIZATION OF TECHNOLOGIES AND SOLUTIONS TO DEVELOP TRAINING AND DEVELOPMENT PROGRAMS: Develops agency training programs utilizing new technology, including web-based and virtual classroom training. Applies knowledge of SCORM (web-based training industry standard) compliant software to develop training materials that are accessible and 508 (ADA) compliant. MANAGEMENT OF SUCCESS FACTORS LEARNING MANAGEMENT SYSTEM (LMS): Manages LMS administration for agency training and development programs. Performs various administrative tasks, including but not limited to, reporting, deployment, access management, and system entries. AGENCY CONSULTATIONS: Consults with all levels of agency leadership to gather feedback on training and development programs to meet agency needs. Consultations may result in the need for specialized program design and development, the creation and analysis of performance measures, and the implementation and oversight of program delivery. Identifies subject matter experts to support the development of relevant, effective, and appropriately aligned training and development programs. Performs other duties and special projects as assigned by the Division Chief and/or Bureau Director. Note: This position is authorized for part-time telework. Specific tasks, such as, but not limited to facilitating training, attending training, attending meetings and/or demos, and using specific technology may necessitate onsite presence at the NWOB or other PLCB locations. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Independent decision making is expected for the following: • Training and development program design, development and management • Theoretical training design, development and delivery • Program needs assessments and analysis • Evaluation of program effectiveness • Utilization of technologies and solutions to develop and deliver training courses • Management of SuccessFactors Learning Management System (LMS) • Agency consultations The incumbent designs, develops, and manages theoretical training programs and outcomes at the request of the Division Chief. While working collaboratively with agency staff to achieve operational goals and program objectives, the incumbent makes independent decisions to engage skill sets and talents of co-workers that will benefit the project’s results. The Division Chief is updated by reports and during face-to-face briefings. |
