Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Provides assistance to the Chief Operating Officer (COO) within the Pennsylvania Liquor Control Board (PLCB) and offices within Operations including Retail, Fine Wine & Good Spirits stores, Marketing, Merchandising, Product Management, Inventory Management, Wholesale, and Supply Chain. This position is a member of the executive staff and provides policy and financial analysis, advisory, and consultative work. Work involves authority and responsibility for conferring with top officials on highly sensitive or controversial issues and resolving problems coming under the COO’s purview. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performs liaison activities with members of the Board, Board Secretary, the Governor’s Office, and Executive Staff. Conducts research on complex operations issues, conferring with specialists, compiling and analyzing the information and preparing reports of findings and recommendations for the COO’s consideration. Provides staff assistance to the COO, and the Directors within Operations, on a wide variety of administrative- and policy- related matters pertaining to the operation of a retail business. Advises on and oversees the coordination of policy development processes within Operations. Analyzes agency programs, policies, financial documents and procedures as they relate to the operations of the retail business in order to assess efficiency of operations, develop solutions, make recommendations to the COO for business change, and implement selected courses of action. Coordinates the review of legislation for the COO. Analyzes impacts of proposed legislation and policies on retail programs and operations. Reviews and analyzes operations statements, inventory levels and other reports, and develops strategic plans for Operations, and monitors the execution of such plans for Operations. Coordinates studies and projects that encompass multiple programs. Ensures projects are on track, and provides reports, status updates, and implementation plans. Conducts and coordinates research utilizing agency personnel and resources to provide a basis for determining feasibility of changes to store grading and staffing. Conducts research on complex management issues and prepares reports of findings and recommendations for the COO’s consideration. Confers with top officials on highly sensitive or controversial issues and resolves problems coming under the COO’s purview. Meets with regional and district managers to discuss issues and problems of special interest to the COO. Researches and advises Operations Executive Staff of new developments and trends impacting retail and wholesale business. Promotes discourse between industry, public, and governmental officials, develops proposals, analyzes their impact, formulates strategies, and supports programmatic ventures. Coordinates the examination, analysis, and composition of issue papers and research reports on proposed legislation and procedural pertaining to the operations of the business. Collects and presents current issue/topic information to top management and advises the COO on meeting issues. Coordinates and prepares briefing and background documents and other materials for the COO. Prepares sensitive correspondence and reports for the COO or Board’s signature. Attends meetings and prepares presentations for meetings and conferences on behalf of the COO. Ability to be part of Request for Information (RFI) team proposals. Manage calendar and travel for COO. Performs other duties as required. |
