Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Under the general supervision of a professional supervisor, is responsible for providing a full range of PreETS and Vocational Rehabilitation Services to people with disabilities to assist them in preparing for, obtaining and/or maintaining competitive gainful employment. Conducts a comprehensive face-to-face, virtual or phone interview with the applicant to gather pertinent information regarding disability, educational and employment history, psycho-social factors and other data needed to initiate the vocational rehabilitation process. Explains eligibility requirements, scope of services, confidentiality, appeal rights and determines next steps with the applicant and other appropriate parties. Counselor is a liaison to the following referral sites: McKeesport High School, Steel Valley High School, Serra Catholic HS, Squirrel Hill Health Center and walk-in / call-in referrals from assigned areas. Completes service authorizations within CWDS with real-time access to the online cases. Develops and maintains referral sources in assigned area by personal contact to assure that potential vocations rehabilitation customers are identified. Obtains preliminary information pertinent to the referral of persons with disabilities for vocational rehabilitation services. Utilizes CWDS (Commonwealth Workforce Development System) to access participants referred for services. Accesses and updates participant records using CWDS. On the basis of medical, psycho-social, vocational and customer information, determines the applicant’s potential for vocational rehabilitation. Guided by legislation, regulations and Agency policy, utilizes professional judgment and consultation as appropriate with related professionals and the client’s participation. Arranges for and approves expenditures associated with medical, psychological, psychiatric, physical or other evaluations as part of determining eligibility for VR services. Evaluates the information which has been obtained to determine eligibility. In consultation with the client and other appropriate interested parties, determines an appropriate vocational goal and develops and approves a mutually agreed upon Individualized Plan for Employment. Identifies client and Agency responsibilities and criteria for monitoring progress toward goal. Follows up with customer on a regular basis to review progress. Evaluates customer progress and facilitates appropriate IPE amendments as needed. Makes referrals for appropriate services through CWDS. Enters cost service information into a service authorization through CWDS. Accesses open encumbrances online. Views invoices and reimbursements online and cancels if necessary. Coordinates the delivery of planned services and provides counseling, guidance and placement assistance as needed to help the client in achieving the established vocational goal. Provides professional vocational rehabilitation services and maintains liaison relationships with community service providers to assure that services address customer needs. Enters case notes and record information into CWDS in a timely manner so they can be viewed/shared As necessary provides technical and professional guidance and assistance concerning agency programs, procedures and services. Prepares case records and reports in accordance with current policy and procedures. Contacts employers to enhance placement opportunities for persons with disabilities. Searches for and reviews provider reports within CWDS and processes related invoices. Follows up with the customer to determine the appropriateness of case closure. Generates correspondence as needed within CWDS Performs related work as required |

Counselor makes decisions determining eligibility of customers for vocational rehabilitation services. Makes decisions to arrange and approve expenditures associated with consumers IPE. Makes decisions pertaining to the appropriateness of case closure. Decisions referred to others would include any conflicts that are not able to be resolved on an individual basis between the counselor and consumer. These decisions would be referred to the immediate supervisor for assistance. |
